Abstract
This study addresses the question: How have the concepts and measurement of scientific progress evolved over the past half-century, and what implications does this evolution hold for revising the science assessment system in Iran? Employing a historical-analytical, multi-source methodology, the study integrates a structured literature review, complementary bibliometric evidence, policy document analysis, and normative comparison.
A Scopus search conducted on August 11, 2026—covering relevant documents dating back to 1964—yielded a final dataset of 1,883 documents after applying filters and a single-reviewer screening of titles and abstracts. The findings indicate that the evolution of science assessment stems from the interplay of epistemic criteria, the social organization of science, measurement tools, and policy expectations; notably, recent years have seen the addition of new dimensions—such as quality, impact, and responsibility—to traditional criteria.
In Iran, while the objectives of development plans have expanded from capacity building and scientific output to innovation and problem-oriented approaches, formal assessment remains predominantly quantitative and ranking-driven. This misalignment is conceptualized as a "concept-measurement gap." Discrepancies regarding financial indicators and specific outputs further highlight the necessity of distinguishing between resources, capacity, quality, and impact.
Additionally, a normative comparison reveals opportunities to support assessment reform through indigenous approaches. The study’s policy implication is the design of a six-dimensional framework that combines quantitative monitoring, qualitative and impact assessment, and contextual and ethical adjustments; a pilot implementation and empirical validation of this framework are also proposed.
