Rapid developments in the fields of technology, economics, society, and politics in recent decades have created new requirements for the governance and management of organizations, especially in the field of industry. Understanding the necessity of combining new theoretical approaches with the industry's implementation framework, this research seeks to answer the following main question: "How can design thinking principles and processes be used to develop a native, practical, and participatory framework to facilitate the implementation of open governance policies in industrial companies?". The number of the statistical population is equivalent to 16 people, who were selected based on the purposeful sampling method from people working in the industry (Shiraz Electronics Industries). Data collection for the present study was conducted using a mixed approach and in two qualitative and quantitative sections. In the qualitative section, data were collected through documentary and library studies using the meta-synthesis method, and in the quantitative section, the fuzzy Delphi and fuzzy DANP methods were used to validate and weight the components obtained from the qualitative section. Research indicators are identified and screened using the fuzzy Delphi method, and then the effective weight of each indicator is determined using the fuzzy DANP method. The findings of this study show that among the identified criteria, the "innovation and co-creation" index had the highest weight, the "collective ideation" and "learning and capacity building" indices ranked second and third, and the "stakeholder recognition" index ranked last. The research results indicate that the higher weight of criteria related to innovation and collaborative processes indicates the need to change the approach of industrial organizations from centralized decision-making patterns to interactive and networked mechanisms,, the lower ranking of some criteria, such as stakeholder recognition, does not mean that they are less important, but rather indicates their fundamental and prerequisite role.
