The initial steps for the formation of entrepreneurial development organizations within Iran's innovation ecosystem were taken in 2000 by the Ministry of Science, Research, and Technology across various provinces. These steps took the form of "Scientific-Research Towns, Science and Technology Parks, and Incubators," establishing one of the very first and most important platforms for industry linkage. Over these years, 59 science and technology parks—categorized as regional, organizational, university-affiliated, and private—along with over 290 incubators have been developed across the country. With the commencement of activities by the Vice-Presidency for Science, Technology, and Knowledge-Based Economy, a new wave of business development spaces emerged within Iran's innovation ecosystem. Consequently, from the beginning of the 2010s, "Innovation Centers" (under universities, research institutions, and science and technology parks) and "Accelerators" experienced rapid development. In the latter part of that decade, "Innovation Factories," "Corporate Innovation Centers," and "Creative Houses" were added to this ecosystem. During these years, approximately 350 innovation centers, 170 accelerators, 24 innovation factories, and 87 creative houses have been established and have operated as other varieties of intermediary organizations. The diversity and multitude of existing structures have even surpassed the aforementioned frameworks, without a clear boundary being defined for the role or position of each within the innovation value chain, based on global models and local requirements. It seems that Iran's innovation ecosystem requires a structural and functional redesign in this domain. While physical and hard infrastructure have grown over recent years, soft infrastructure—including managerial and mentorship skills, network governance, and sustainable business models—has been less developed. The time has now come to shift the focus from "building space" to "building meaning"; that is, to redefine the role, mission, and function of each of these organizations based on technology readiness levels and the real needs of the national ecosystem.
