گونه شناسی نوآوری اجتماعی در انرژی تجدیدپذیر ایران

چکیده

نوآوری اجتماعی در انرژی به عنوان ابتکاری که به گذار انرژی کم‌کربن، توانمندسازی مدنی و اهداف اجتماعی کمک می‌کند، ضروری است. این مقاله با فراتر رفتن از دیدگاه‌های محدود در مورد نوآوری اجتماعی، این سوال را مطرح می‌کند که چگونه می‌توان تنوع نوآوری اجتماعی را در بخش انرژی مورد بررسی قرار داد. برای تحقق این هدف، مطالعه از رویکرد کیفی مبتنی بر مطالعه گزارش‌های سایت سازمان انرژی‌های تجدیدپذیر و بهره‌وری انرژی برق (ساتبا) و مصاحبه نیم‌ساختاریافته با 16 متخصص حوزه انرژی‌های تجدیدپذیر بهره گرفته است. برای تحلیل داده‌های مصاحبه‌ها از روش تحلیل محتوای کیفی با رویکرد کدگذاری موضوعی استفاده شد. پژوهش حاضر با بهره‌گیری از دو منظر بازیگران (دولتی، خصوصی و جامعه مدنی) و تجلیات (انجام، تفکر و سازماندهی) به توسعه یک گونه‌شناسی از نوآوری‌های اجتماعی حوزه انرژی تجدیدپذیر می‌پردازد و سپس با نقشه‌برداری از فعالیت‌ها و ابتکارات در ایران، این گونه‌شناسی را مورد بررسی قرار می‌دهد. یافته‌های این پژوهش حاکی از عدم تعادل نقش‌آفرینی بازیگران مختلف (به ویژه جامعه مدنی) در نوآوری‌های اجتماعی حوزه انرژی تجدید‌پذیر می‌باشد. همچنین یافته‌ها با توصیف وضعیت توزیع ابتکارات این حوزه در تجلیات مختلف، توصیه‌هایی را به سیاستگذاران این حوزه ارائه می‌کند.

چکیده [English]

Despite numerous studies on the development of renewable energies in Iran, the role of social innovation as a driver of change in this process has not yet been systematically examined. For this purpose, social innovation in energy is essential as an initiative that contributes to the transition to low-carbon energy, civic empowerment, and social goals. This concept, by going beyond limited perspectives on social innovation, raises the question of how we can examine the diversity of social innovation in the energy sector. To achieve this goal, the study used a qualitative approach based on semi-structured interviews with a purposive sampling of 16 renewable energy experts and a search of reports on the website of the Renewable Energy and Electricity Efficiency Organization (SATBA).For analyzing the interview data, qualitative content analysis with a thematic coding approach was used. The present study develops a typology of social innovations in the renewable energy sector by using two perspectives: actors (government, private, and civil society) and manifestations (doing, thinking, and organizing), and then examines this typology by mapping activities and initiatives in Iran. The findings of this study indicate an imbalance in the role of different actors (especially civil society) in social innovations in the field of renewable energy. The findings also provide recommendations to policymakers in this field by describing the distribution of initiatives in different manifestations.
