دلالت‌های سیاستگذارانه حکمرانی خوب در سند تحول بنیادین آموزش و پرورش

چکیده

دلالت‌های سیاستگذارانه هر نظامی در آیینه اسناد بالادستی آن به عرصه ظهور می‌رسد. اسناد بالادستی مبین اصول، ارزش‌ها، اهداف و آرمان‌های هر نظامی است. با توجه به اینکه یکی از رهیافت‌های مورد توجه در اداره سازمان‌های آموزشی، حکمرانی‌خوب است، پژوهش حاضر به منظور شناسایی دلالت‌های سیاستگذارارنه حکمرانی‌خوب در اسناد بالادستی آموزش‌و‌پرورش انجام شده است. در این پژوهش به صورت موردی سند تحول بنیادین آموزش‌و‌پروش مورد مطالعه قرار گرفته است. روش پژوهش، کیفی از نوع دلالت‌پژوهی به شیوه نظام‌مند می‌باشد. در بخش شاخص‌های حکمرانی‌خوب، ۲3 شاخص از ادغام شاخص‌های هفت منبع علمی احصا شد. سپس دلالت‌های موجود در سند تحول بنیادین آموزش‌و‌پرورش برای شاخص‌های احصا شده مورد بررسی قرار گرفت. مجموعه دلالت‌های استخراجی پژوهش نشان داد که در سند تحول بنیادین آموزش‌و‌پرورش دلالت‌های قابل توجهی از حکمرانی‌خوب می‌توان یافت که نشان‌دهنده اهمیت موضوع نزد تدوین‌کنندگان سند می‌باشد. البته دلالت‌های احصا شده نشان داد که بر برخی شاخص‌ها از جمله اخلاق‌مداری تاکید بیشتر و بر برخی دیگر مانند اجماع‌محوری تاکید کمتری شده است. اکثر دلالت‌های احصا شده به صورت گزاره‌های کلی و غیر شفاف تدوین شده‌اند. با توجه به دلالت‌های تمرکززدایی و کیفیت تنظیم‌گری می‌توان گفت همچنان بازیگر کلیدی در اداره نظام تعلیم و تربیت، نظام حاکم می‌باشد و اعطای استقلال لازم به دو بازیگر دیگر حکمرانی‌خوب (جامعه مدنی و بخش خصوصی) در دستور کار جدی تدوین‌گران سند نبوده است.

چکیده [English]

The strategic implications of any system are reflected in the mirror of its upstream documents. These upstream documents signify the principles, values, goals, and ideals of each system. Given that good governance is a prominent approach in managing educational organizations, the present study aims to identify the strategic implications of good governance in the upstream documents of education. In this research, the fundamental transformation document of education has been studied as a case. The research method is applied, which was done qualitative, specifically a systematic approach to implication-research. In the section on indicators of good governance, 23 indicators were derived from the integration of indicators from seven different sources. Subsequently, the implications present in the fundamental transformation document of education were examined for the derived indicators. The extracted set of implications revealed that the document emphasizes significant implications of good governance, indicating its importance to the document’s authors. However, some indicators, such as ethics, received greater emphasis, while others, like consensus-oriented governance, received less attention. Most of the extracted implications are formulated as general and non-transparent statements. Considering the implications related to decentralization and quality regulation, it can be argued that the educational system remains a key player, and the necessary independence has not been granted to the other two key actors of good governance (civil society and the private sector) in the serious agenda of document authors
