پیامدهای تقلب علمی پژوهشگران ایرانی در پایگاه‌های علمی بین‌المللی: تحلیل یک مطالعه کیفی

چکیده

پژوهش، مطالعه‌ای نظام‌‌مند است که به منظور رفع نیازهای علمی و فناوری کشور و تولید ثروت انجام می‌شود. تقلب علمی برخی پژوهشگران ایرانی طی سال‌های اخیر اما این اصل را زیر سؤال برده است. مقاله حاضر با هدف شناسایی پیامدهای بروز تقلب علمی پژوهشگران ایرانی در پایگاه‌های علمی بین‌المللی با رویکرد کیفی و روش تحلیل محتوا انجام شده است. داده‌های پژوهش از طریق مصاحبه‌های عمیق و نیمه‌ساختاریافته با 22 نفر از پژوهشگران برتر، خبرگان و سیاست‌گذاران پژوهش کشور در سال‌های 1397 و 1398 به روش نمونه‌گیری هدفمند و به روش گلوله برفی جمع‌آوری شد. یافته‌ها نشان داد که کاهش حمایت اجتماعی از علم، تنزل جایگاه علمی بین‌المللی ایران و کم‌رنگ شدن اهمیت آموزش از پیامدهای منفی و تغییر نگرش سیاست‌گذاران به تخلف پژوهشی، بازبینی نظام پذیرش دانشجو، اصلاح آئین‌نامه ارتقاء اعضاء هیأت‌علمی و همچنین آموزش مصادیق تخلف پژوهشی و جایگاه قانونی آن از پیامدهای مورد انتظار افشای این پدیده است. بنابراین محتمل است که با بررسی علل و شرایط زمینه‌ای و محیطی بروز تقلب علمی و شناسایی راهبردهای اصولی مقابله با آن، بتوان از تقلب علمی که منجر به پیامدهای منفی مورد اشاره می‌شود پیشگیری کرد.

چکیده [English]

Research is a systematic study that is conducted to meet the scientific and technological needs of the country and generate wealth. But the emergence of the phenomenon of scientific fraud by Iranian researchers in recent years has called this principle into question. The aim of this study was to identify the outcomes of the scientific fraud of Iranian researchers in scientific-international databases with a qualitative approach and content analysis method. Data were collected through in-depth and semi-structured interviews with 22 top researchers, experts and policy makers in the country in 2018-2019 using targeted sampling and snowball type. The findings showed that "reducing social support for science", "degrading Iran's scientific-international status", "diminishing the importance of education", negative outcomes and "changing the attitude of policymakers to research violations", "reviewing the student admission system", "Improving the regulations for the promotion of faculty members", "Teaching examples of research violations and its legal status" are among the expected outcomes of exposing this phenomenon. Therefore it is possible, by examining the underlying and environmental causes and conditions of the occurrence of scientific fraud and identifying the basic strategies to deal with it, it prevented the occurrence of the phenomenon of scientific fraud, which leads to the mentioned negative outcomes.
