چکیده

علوم و فناوری‌ها به سرعت در حال پیشرفت هستند و در نتیجه جهان فردا با جهان کنونی بسیار متفاوت خواهد بود. آنچه مهم است جهت‌گیری‌ها، و مقاصد این پیشرفت‌ها است به گونه‌ای که در خدمت تکامل و رفع حاجت‌های بشریت باشد که تحقق این مهم تا حدی بر عهده سیاست‌های علم، فناوری و نوآوری است. نتایج بعضی آینده‌نگری‌ها و تحلیل روندهای علم و فناوری در حوزه‌های مختلف عبارتند از:
1- آینده منطق فکر و فلسفه علم: منطق حاکم بر تفکر بشری، قرن‌ها منطق ارسطوئی و براساس صورت و شکل عبارات برای صحیح فکر کردن (چه به صورت لفظی و چه به صورت نمادهای ریاضی) بود که بر اثر غلبه علوم تجربی، منطق به روش‌شناسی تولید علم تغییر ماهیت داد و علوم تجربی بر فلسفه و موضوعات فکری تفوق نسبی یافت. به مرور تفکر فلسفی باز تنظیم شد و در خدمت پیشرفت علمی قرار گرفت که نتیجه آن توسعه ابرانگاره‌های حاکم بر علوم و دانش بشری نظیر اثبات‌گرایی، تفسیری-زمینه‌ای، انتقادی-ساختارشکن، عملگرایانه، پیچیدگی، پسامدرن و... شد و تغییر رویکردهای روش‌شناسی تحقیق کمی به تحقیق کیفی و ترکیبی در همین راستاست. به گمان من، بشر در آینده با پذیرش نقش خالق هستی در خلقت جهان، خود به عنوان خلیفه الهی بر روی زمین در چارچوب سنت‌های الهی (قوانین طبیعی و اجتماعی) و با توسعه معرفت‌شناسی موجود در فلسفه علم؛ خواهد توانست عقل و وحی، تجربه و عرفان را در هم ‌آمیزد و با تلاش مستمر به عمران و آبادانی جهان و توسعه فناوری‌های نافع و در خدمت انسانیت بپردازد. در آینده، علوم تجربی و مهندسی بیش از پیش، بر بستر علوم انسانی و علوم اجتماعی و هنر بوده، و هر موجودی در حال حرکت جهت‌دار توحیدی به سمت نهایت ظرفیت وجودی خود خواهد بود. به عنوان مثال تحول ابرانگاره مکانیک نیوتنی به مکانیک کوانتومی و شکل‌گیری مکانیک جوهری (ماهوی) در آینده از همین منظر قابل تفسیر است.

The complexity of the science, technology and innovation issues and the difficulty of understanding innovation policies effects, on the one hand, and the low effectiveness or undesirable effects of many of the existing policies, on the other hand, highlights the need for more precision in the formulation and selection of each element of them. designing a new policy or reviewing and criticizing proposed or existing policies, needs a framework that specify the essential elements of these policies in order to allow the analysis of the proportionality between their elements. Accordingly, these article examines the essential elements of policy programs and provides a framework for developing these programs based on these elements. Finally, the application of the proposed framework in the criticizing of existing programs is shown by reviewing the Iran's Sixth Development Plan in the field of science and technology.
