مدل ساختاری-تفسیری سطح‌بندی عوامل اثرگذار بر ارتباط توسعه علم، توسعه فناوری و رشد اقتصادی در ایران

چکیده

برای رسیدن به رشد اقتصادی ایجاد و نشر علم و فناوری در درون مرزهای یک کشور اهمیت بسیاری دارد در ایران نیز طی سالیان اخیر نهادهای سیاستگذار تلاش نمودهاند زمینه توسعه علم و فناوری در ابعاد مختلف را در راستای رشد اقتصادی فراهم آورند مسئلهای که وجود دارد این است که این نهادها هماهنگیهای لازم را با یکدیگر نداشته و همچنین با وجود تصریح سند چشمانداز به برخی عوامل اثرگذار بر توسعه علم و فناوری که بتوانند رشد اقتصادی را به دنبال داشته باشند باز اتفاقنظری بر روی این عوامل وجود ندارد در این پژوهش ابتدا طیف وسیعی از عوامل اثرگذار بر توسعه علم توسعه فناوری و رشد اقتصادی به صورت کیفی و از طریق بررسی عمیق پیشینه موضوع مشخص شدند سپس با نظرسنجی از چهارده خبره از طریق روش مدلسازی ساختاریتفسیری عوامل مربوط به سه حوزه مورد مطالعه برای ایران سطحبندی و مدل ساختاریتفسیری مربوطه با استفاده از نرمافزار مشخص شد نتایج مید نقش کلیدی همگرایی سیاسیاقتصادی در ارتباط میان سه حوزه فوق است و همچنین اینکه کلید توسعه در ابعاد مختلف علمی فناورانه و اقتصادی اتحاد و یکپارچگی نهادهای سیاستگذار کشور است که اگر این مهم مورد توجه قرار گیرد میتواند سایر عوامل را در سیستمی از بازیگران منسجم و در ارتباط سالم با یکدیگر به سمت جلو هدایت نماید
