آسیب‌شناسی توسعه فناوری وام‌دهی در ایران مبتنی بر چارچوب مفهومی نظام نوآوری فناورانه

چکیده

لندتک‌ها به تسهیل و تسریع ارائه خدمات متناسب با نیازهای افراد می‌پردازند و بدین ترتیب شمول مالی را افزایش می‌دهند و به توسعه اقتصاد کشور کمک می‌کنند. اما ارائه خدمات این حوزه با موانعی مواجه است که منجر به عدم تقارن میان عرضه و تقاضا شده است. توسعه لندتک به عنوان یک فناوری نوآورانه مستلزم عملکرد درست نظام مالی و لندتکی در کشور است. این پژوهش به شناسایی چالش‌های توسعه لندتک در کشور پرداخته و ضعف‌های کارکردی و ساختاری نظام نوآوری فناورانه وام‌دهی را شناسایی کرده است. در این راستا از استراتژی تحقیق موردی استفاده کرده است. ابتدا اسناد، قوانین و گزارش‌های موجود، مطالعه شده و اقدامات انجام شده برای توسعه لندتک در کشور، وقایع و محدودیت‌های قانونی پیش روی این صنعت بررسی شده است. سپس از طریق مصاحبه با 16 نفر از فعالان حوزه لندتک چالش‌ها و به دنبال آن ضعف‌های ساختاری و کارکردی نظام تبیین شده است. یافته‌ها نشان داد مشکلات نظام لندتک ناشی از مشکلات قانونگذاری، تامین مالی، تامین زیرساخت، تامین نیروی متخصص، تحقیق و پژوهش، آموزش و موضع‌گیری بازیگران سنتی در کشور است و بهبود وضع موجود مستلزم شفاف‌سازی حوزه فعالیت لندتک‌ها، نحوه اعتبارسنجی و دریافت وثیقه، تعیین سازوکار تامین مالی و کسب درآمد، ارتقا همکاری با نهادهای مالی و ... است.

چکیده [English]

Lendtechs facilitate and accelerate the provision of services tailored to people's needs, thereby increasing financial inclusion and helping to develop the country's economy. But the provision of services in this area is facing obstacles that lead to asymmetry between supply and demand. The development of lendtech as an innovative technology requires the proper functioning of the financial and lendtech system in the country. This research has identified the challenges of lendtech development in the country and has identified the functional and structural weaknesses of the lending technological innovation system. In this regard, it used the case study strategy. First, the existing documents, laws and reports have been studied and the measures taken to develop lendtech in the country, the events and legal restrictions facing this industry have been reviewed. Then, through interviews with 16 people from the field of lendtech, the challenges and then the structural and functional weaknesses of the system have been explained. The findings showed that the problems of the lendtech system are caused by the problems of legislation, financing, providing infrastructure, providing expert staff, research and education, training and positioning of traditional players in the country, and improving the current situation requires clarifying the field of activity of lendtechs, how to validate and receive collateral, determine the financing and earning mechanism is to promote cooperation with financial institutions.
