طراحی فرایند آزمایشگاه‌ سیاستی با رویکرد آینده‌نگاری راهبردی

چکیده

امروزه به فراخور افزایش سرعت و شدت تغییرات محیط، فرایندهای سیاست‌گذاری نیز نسبت به گذشته دستخوش تغییرات گسترده‌ای شده‌اند. لذا دولت‌ها برای جلوگیری از شکست‌های سیاستی، بهبود و افزایش اثربخشی سیاست‌های اتخاذی خود نیازمند سازوکارهایی نوآورانه و گذار از روش‌های متداول حکمرانی سنتی به حکمرانی مدرن هستند. آزمایشگاه‌های سیاستی در پاسخ به این تغییرات، سیاست‌های عمومی را به شیوه‌ای مبتکرانه با مشارکت شهروندان و نهادهای دولتی تدوین می‌کنند. از سوی دیگر آینده‌نگاری راهبردی این ظرفیت را دارد که در مقام عمل، ضمن بررسی سیاست‌ها و راهبردهای تدوین شده، فضای باورپذیر آینده این سیاست‌ها و راهبردها را نیز ترسیم و امکان وصول به اهداف مدنظر در آینده را تسهیل نماید. با بهره‌گیری از امکانات آینده‌نگاری در فرایندهای سیاست‌گذاری یک آزمایشگاه، می‌توان ایده‌های سیاستی مطلوب‌تری را ارائه داد که پاسخگوی تغییرات و تلاطم‌های محیط سیاست‌گذاری و آینده یک سیاست باشد. لذا در پژوهش حاضر تلاش شده که فرایندی پیشنهادی برای آزمایشگاه سیاستی با رویکرد آینده‌نگاری راهبردی ارائه شده و مسیر طراحی این فرآیند بر اساس انتخاب مدل‌های کاربردی و مؤثر در سیاست‌گذاری و آینده‌نگاری به‌صورت توأمان مورد توجه قرار گیرد.

چکیده [English]

Today, due to the increasing speed and intensity of environmental changes, policy-making processes have undergone extensive changes compared to the past, so governments need innovative mechanisms and transition from traditional governance methods to modern governance in order to prevent policy failures, improve and increase the effectiveness of their adopted policies. In response to these changes, policy laboratories formulate public policies in an innovative way with the participation of citizens and government institutions. On the other hand, strategic foresight has the capacity to, in practical terms, while examining the formulated policies and strategies, draw the believable atmosphere of the future of these policies and strategies and facilitate the possibility of reaching the intended goals in the future. By using the possibilities of foresight in the policy making processes of a laboratory, it is possible to present more favorable policy ideas that respond to the changes and turbulences of the policy environment and the future of a policy. Therefore, in the current research, an effort was made to present a proposed process for a policy laboratory with a strategic foresight approach, and the design path of this process based on the selection of practical and effective models in policy making and foresight should be considered together.
