Desirable Governance in the National Education System: A National Survey

Abstract

The present study aims to examine the current condition of desirable governance in the national education system. The research employed a descriptive-survey method.. The statistical population includes all administrative and operational staff within the national education system, from which a sample of 3,434 individuals was selected using cluster sampling and analyzed. Data collection was carried out using the Education Governance Questionnaire, which encompasses five main dimensions: trust-based governance (accountability, rule of law, transparency, responsibility, anti-corruption control); quality- based governance (efficiency and effectiveness); regulatory governance (participation and decentralization); value-based governance (public consensus, justice and equity, ethics); and human capital- based governance (knowledge-based and empowerment). The reliability of the questionnaire was confirmed using Cronbach’s alpha coefficient, which was calculated at 0.96. Construct validity was verified through second-order factor analysis. The results indicated that the current condition of governance in the education system is significantly below the average level. Furthermore, all dimensions of governance—including trust-based, quality- based, regulatory, value-based, and human capital- based governance—were significantly below the average level. Only the components of responsibility within the trust-based dimension and ethics within the value-based dimension were at the average level. Friedman’s test results also indicated that the relative importance of the governance dimensions in education, Ranked as follows, are: regulatory governance, value-based governance, trust-based governance, quality- based governance, and finally, human capital- based governance
