Identifying The Problems of Technology Exchange in The Context of Iran’s Techmart

Abstract

Given the importance of technology diffusion in advancing the science and technology system, technology exchange has been considered as an important mechanism for bridging the gap between research and commercialization and exploitation of scientific advances. One of the related measures in Iran, has been the launch of Iran’s Techmart in 2002 by Pardis Technology Park with the aim of facilitating technology exchange and matching technology supply and demand in the science and technology ecosystem. Following the development of this network's infrastructure and the launch of regional and specialized techmarts and technology trade agencies, it is essential to consider improving the effectiveness of this network in facilitating technology exchange. This research aims to critically analyze and diagnose the performance of Iran’s Techmart and provide policy strategies to enhance its role in technology exchange. In this regard, with a qualitative research approach, semi-structured interviews were first conducted with 15 experts, and then the content analysis of the interviews was conducted in the form of 30 core concepts, 9 unifying concepts, and three dimensions of ecosystem, policymaking, and implementation. Based on the research findings, the main challenges facing the promotion of the role of Iran’s Techmart are: challenges in organizing technology trade agencies, the existence of parallel information infrastructure in the field of matching, the lack of essential technology market infrastructures, the failure to transform the issue of matching in the context of Iran’s Techmart into a national issue, the lack of monitoring and learning in the policy cycle, the lack of executive leadership and regulation of relationships, the imbalance in the development of various techmarts, the insufficient development of techmart’s information infrastructure, and the lack of a complete evaluation and ranking system for technology trade agencies.
