A b s t r a c t

As actors in the national innovation system of countries, research institutes contribute to technological development by filling the gap between fundamental and developmental research. This research was conducted with the aim of providing a suitable performance evaluation framework for policy-research institutes and think tanks based on the mission approach. By benefiting from the mixed method approach and the synthesis research method, the most important dimensions, indicators and metrics for evaluating the performance of these institutions have been selected corresponding to its functional position in the national innovation system and the main missions identified for this type of institution. Validation of the performance evaluation framework was done by expert survey and the importance of the components of the framework was determined based on the one-sample t test. The performance evaluation framework resulting from this research is displayed in the form of a radar chart consisting of four quadrants of appropriateness, efficiency, effectiveness and usefulness, 18 dimensions and its sub-categories. Also, the most important results of this research, focusing on the different aspects of evaluating the performance of political research institutes and think tanks, indicate key axes arising from the specific missions of such institutes. Factors such as the specialized variety of political and technical researchers required by the institute, distinguished guest politicians, participation in the public discourse of the work field, political networking, learning programs, knowledge enhancement through intellectual leadership in the political environment and good governance, are among the most important things to mention.
