Explaining the Challenges of the Implementation of Public Policies in the Field of Science, Research and Technology

Abstract

Doubtless, becoming a developed country with the first stage in economic, science and technology at the regional level requires management and direction of science, research and technology (SRT) on the correct direction. Several institutions by policy making in this area play an effective role inthe directing and managing of SRT, which the most important of them are: the ExpediencyDiscernment Council, Supreme Revolutionary Cultural Council, Parliament and especially the Commission of Education and Research and the Deputy of Science and Technology of president. Despite the adoption of multiple policies in this area, there are several obstacles in the way of their implementation and many of these policies are not implemented completely or are released. The aim of this study is to identify and explain the obstacles to the implementation of SRT policies. Research carried out in qualitative approach and data’s needed to conduct research has been gathered using interviews with experts (Ministry of Science, Research and Technology, directors and deputies of universities and some experts in this field). Snowball sampling was conducted and data analyzed using thematic analysis. According to the findings, 25 factors identified as barriers in five main components: obstacles arising from the performance of the policy making institutions, structural and managerial barriers, barriers due to the nature of problems of SRT, barriers due to implementers’ performance and environmental barriers.
