A Review on Policy Objectives and Instruments in Iran’s S&T Documents

Abstract

This article aims to analyze the content of main documents related to science and technology to be used in formulating the Sixth Development Plan. This research examines higher documents related to science and technology, including main policies for science and technology, main policies for resilient economy, national master plan for science and education, Iran's vision 2015 and the 5th national Development Plan. These documents were studied based on policy objectives, policy instruments and target groups, and the related articles were analyzed. The research method is summarizing qualitative content analysis. This means that at first the assessment framework is provided and then content analysis is performed based on its components. The results show that the research capacity enhancement and the technology and innovation performance are the most emphsized policy objectives. In terms of policy instruments and based on the type of government intervention, financial support for supply-side encouragement and macro conditions policies have the highest frequency. On the other hand, policies for strengthening the demand side as well as catalytic financial supports based on the type of intervention and strengthening policies for knowledge workers in the private sector have the lowest frequency among policy instruments. The results show that the formulation of science and technology related provisions requires attention to wide range of policy objectives and instruments as well as a wise mix of instruments to be more effective.
