The purpose of this quantitative research is investigation of barriers to agricultural technology development in the agriculture science and technology Park of Tehran University. The population of the study was 170 experts of companies that were members of the industrial park. Sample size was measured with Cochrans formula to estimated 60 experts. The main instrument for data collection was questionnaire, for validity we used with the panel of expert and for reliability we used with Cronbachs coefficient (0.92). The results showed that the main barriers in agricultural technology development is weakness of intellectual property laws, lack of necessary infrastructure to technology development, lack of awareness about the laws relating to intellectual property, lack of awareness about of parks with high quality services in other countries, lack of attention to technology transfer in agriculture, and rural policies in the country. The categorize the barriers using factor analysis; seven factor explained 76.76 % of the barriers to development of agricultural technologies. These factors are structural factors (12.28 %), finance and policy factor (11.99%), high risk (11.69 %), intellectual property (11.29%), humanities (11.01 %), cognitive factors (10.57%) and attitudinal factor (7.92 %).
