Balanced Performance Evaluating Model for Foresight Information Technology Projects

Abstract

Abstract Main functions of the foresight are creation and planning of favorite future and scenarios of future. Uncertainty and ambiguity of future increases the importance of IT foresight projects. Yet to date، no study has evaluated IT foresight projects. Balances scorecard (BSC)، as a performance management system is used as a project output controller for adopting strategic objectives. Recently BSC has been used for project management. Investing on foresight projects will be effective if projects performance measures in a balanced way. Information communication technology (ICT) projects are important because of their specific traits such as high risk، low return of investment، invisible benefits and etc. In this paper a method for evaluating IT foresight projects is presented. So، First foresight capability and its experiences in other countries is reviewed. Then the experiences in project evaluating by BSC are studied. In the next step، main components of the BSC aspects in this paper are identified with analyzing these studies and presented a 4 layer method for using balanced scorecard with 40 criteria and also highlights available foresight and valid experiences about evaluating the IT project by BSC. Then، Delphi method is employed for gathering the expert’s views on aspects of evaluation and 26 indices is approved. Finally 26 indices are validated and approved again by analyzing questionnaire forms with Shanon entropy method.
