Extracting Strategies for Modification of the National Innovation System of Iran Based on a Comparative Study

Abstract

In recent years, National Innovation System (NIS) is accepted as a conceptual framework and analytical instrument for countries’ innovation activities by the international organizations such as EC, OECD and UNCTAD. This paper focuses on this concept in Iran and provides modifying recommendations with relying on experiences of some selected and successful countries. These recommendations are classified into two categories: The first category is institutional modifications based on the selected countries experiences. It recommends creating a new institution or modifying an existing institution for Iran. The second category is macro strategic modifications based on a survey study in SWOT analysis framework. These modifications are related to the whole system. Therefore, this paper uses the various instruments such as comparative study, survey study and SWOT analysis to extract the solutions for modifying NIS in Iran.
