Health is a fundamental and basic right of Human being. Since health is a great importance in the society, and also ever-increasing the development of health technologies as well as the related economical, social, political and moral problems applying these technologies, making decisions in this respect will be more sensitive and complication. However, presenting a comprehensive framework for evaluating of health technologies is of great importance. Therefore, in the this research, it is tried the best to take steps, although less, to achieve this goal. By identifying the various aspects considered in evaluating of health technologies in viewpoints of different beneficiaries of health and medical system in Iran and investigating the significance of each of the mentioned aspects, it has been presented a formwork in this regard. It was initially studied the existing documents, then the basic six aspects for evaluation of health technologies as well as five beneficiary groups in the health and medical system of Iran were identified and worked out. After taking opinions of experts and analyzing the data, the significance of each of aspects respectly and viewpoints of each of beneficiary groups were determined as well. To survey the views of different players in the health and medical system of Iran about significant aspects for evaluating of health technologies, the relation between career of each of principal player and the priority of their options among the proposed six aspects were investigated which illustrated more relation between these two variations. In this framework, it is considered more aspects compared to similar researches as well as presented parameters for two decision-making groups of micro and macro levels of health system and also surveying the viewpoints of various players and beneficiaries about significant aspects in evaluating health technologies. Finally after determining the proposed framework, the method of Laparoscopy surgery by using Robolens robot and Laparoscopy without using robolens robot based on the presented framework was compared that the surgery using the mentioned technology were preferred.
