[English]

The rapid transformations in technology, economy, society, and politics in recent decades have introduced new requirements for governance and organizational management, particularly within the industrial sector. This study, recognizing the necessity of integrating contemporary theoretical approaches with practical industrial contexts, seeks to answer the main research question: “How can the principles and processes of design thinking be utilized to develop a native, practical, and participatory framework aimed at facilitating the implementation of open governance policies in industrial companies?”. The statistical population of this study consists of 16 individuals working in Shiraz Electronics Industries, who were selected through purposive sampling. Data collection was carried out using a mixed-methods approach comprising both qualitative and quantitative phases. In the qualitative phase, data were gathered through documentary and library studies using the meta-synthesis method. In the quantitative phase, fuzzy Delphi and fuzzy DEMATEL methods were employed to validate and weigh the components derived from the qualitative phase. The findings indicate that the indicator "Innovation and Co-creation" with a weight of 0.186 ranks highest, while "Stakeholder Identification" with a weight of 0.134 ranks lowest. The higher weights assigned to participatory criteria underscore the necessity for a shift from centralized decision-making structures to network-based processes within Shiraz Electronics Industries. Moreover, the causal role of stakeholder identification suggests that this factor, as an institutionalized prerequisite, does not require further investment. Accordingly, it is recommended that company managers establish cross-functional teams and hold regular ideation sessions to create the groundwork for co-creation with key stakeholders and the effective implementation of open governance.
