		<Abstract>Abstract: The ISI (Institute for Scientific Information) index is one of the most valuable and frequently used indicators for assessing indexed papers in science and technology journals. Categorization of these papers is a big challenge in management of technology. This paper introduces a new text categorization method - Silhouette based Unsupervised Text Categorization (SUTC). This method has been used for classifying Iranian nanotechnology papers indexed in ISI. First, a few standards are combined to make a comprehensive hierarchy of nanomaterials. Then, by applying information retrieval and text mining methods, papers are categorized intelligently without prior knowledge of class labels. The method is validated by comparing acquired class labels to the selected papers labeled by experts. Our analysis shows acceptable accuracy. 		<Abstract>Abstract Main functions of the foresight are creation and planning of favorite future and scenarios of future. Uncertainty and ambiguity of future increases the importance of IT foresight projects. Yet to date، no study has evaluated IT foresight projects. Balances scorecard (BSC)، as a performance management system is used as a project output controller for adopting strategic objectives. Recently BSC has been used for project management. Investing on foresight projects will be effective if projects performance measures in a balanced way. Information communication technology (ICT) projects are important because of their specific traits such as high risk، low return of investment، invisible benefits and etc. In this paper a method for evaluating IT foresight projects is presented. So، First foresight capability and its experiences in other countries is reviewed. Then the experiences in project evaluating by BSC are studied. In the next step، main components of the BSC aspects in this paper are identified with analyzing these studies and presented a 4 layer method for using balanced scorecard with 40 criteria and also highlights available foresight and valid experiences about evaluating the IT project by BSC. Then، Delphi method is employed for gathering the expert’s views on aspects of evaluation and 26 indices is approved. Finally 26 indices are validated and approved again by analyzing questionnaire forms with Shanon entropy method. 		<Abstract>Abstract This article aims two major questions: first, what is macro conceptual structure of Iran scientific roadmap? which elements are suggested for evaluating this document? The research method of first section is content analysis and in second one is studing the related documents. The content analysis finding represent emphasis on science push policy (VS. demand pull), also special importance of cultural, religious and ideological values vs. scientific, technological and professional values. The findings of this research suggest that technology and science concepts group (%.38.23), economic concepts (%16.8), and management (%14.7) have highest share in conceptual structure of Iran scientific roadmap. The other important concepts, according to their ranks and shares are social, cultural, futures studies, political, and legal concepts. Finally, after studing related documents, 18 elements and variables is suggested as a pattern for evaluation of Iran scientific roadmap. 		<Abstract>Abstract The Twenty Year Vision Document is valuable step in directing the countries activities to attain development. One of the important high lights of the Document is paying particular attention to science and technology in 1404. To achieve the goals of the document an integrated overall management is needed for science and technology and identifying most important factors and designing proper plans are needed. Since the Document has future looking nature, it is necessary to use related future and foresight methods to monitor the proper directing of policies and quality of the plans. In the present work, which is a step in this regard, after an extensive literature survey and compiling experts opinion, important factors affecting the future of science and technology were identified, prioritized, and the probability of them being challenged in the time frame of the Document i.e. 1404 is evaluated by comparing the opinions of scientists and policy makers active in field of science and technology. The outcomes show that the forecast by each group is under the influence of their field of expertise. The results not only present the convergent points of views, but also explain the underlying reasons for differing views, which can be used to correct the policies and plans. 		<Abstract>Abstract It is more than one decade that new trends of global economics have emerged debates about entrance of universities to business and industries in a way that academic capitalism has become an undeniable necessity to socio-economical development of countries. On the other side, some scientists assert, during commercial activities of universities, not only knowledge and information but also cultural components exchange. Consequently some cultural values of university are ruined. Considering this fact that commercializing of intellectual capitals is one of important rules of «forth development plan in Iran», which facilitates the way to reach some important goals of «20 years strategic plans», the question to be answered is : what are the effects of growing phenomena-commercialization- on the academic values in public universities of Iran? The main purpose of this article is to analyze the influence of commercialization on academic values by a qualitative study. This study used theme analysis method to show how commercialization affects academic values. The findings of 13 in-depth interviews, showed seven main themes in this qualitative study. 		<Abstract>Abstract The purpose of this research is theory building about succeeding through R&amp;D collaborations in defense industries. The grounded theory strategy, used in this research, will help to analyze this phenomenon in terms of its core category, context, strategies and conditions. In summery the result of this research is presented in terms of «Acquisition Competency» theory. The theory reveals that new product development and industrial renewal in defense industries depends on networking, aligning and fertilizing of capabilities. «Acquisition Competency» emerges in recreation of defense industries value stream and results identification, combination, focalizing of defragmented capacity and capability within and beyond defense industries. By developing «Acquisition Competency» existent capacities and capabilities will be reorganized in «knowledge based cores and wide capable networks» array and then exchange together in which effective whole weapon system is created in expected time, cost. quality and flexibility. 		<Abstract>Abstract Nowadays, science and knowledge especially technologic-engineering discipline play a strategic and vital role in national innovation system (NIS), national development and growth. With increasing importance of science and knowledge in national development and excellence, it is vital to compile and enforce science production strategies to utilization of potentials and advantages of knowledge and technology. Obviously, it is not possible to achieve and promote science production strategies (with taking to consideration the internal and external variable factors and their effectiveness in actual situations) without continual evaluation and disciplinary and carefully evaluated intervention. The implementation and evaluation are significant elements of planning process. Better implementation and more carefully evaluation will result in more learning. In this article, main research and science production strategies for engineering and technology sciences (discipline) is evaluated based on a field study with two approaches of strategy-making process and test and evaluation of criteria. Based on the research results, status of science production strategies in technologic-engineering discipline is estimated average. This dictates more efforts and commitment for upgrading of research and science production strategies status in aspects of design, management, implementation, monitoring and promotion.
