Journal Article 2025 03 01 This editorial aims to provide an analytical framework for understanding the trajectory of artificial intelligence (AI) development by examining four key macro-challenges in AI policymaking: 1) the lack of consensus on the definition and scope of AI technologies, 2) the wide diversity of AI applications and implications, which has led to complexities in formulating general public policies or sector-specific regulations, 3) the conflict of interests among various stakeholders (e.g., government, private sector, and society), which has made policy consensus difficult to achieve, and 4) the tension between international cooperation and national legal and policy frameworks, confronting policymakers with the duality of techno-nationalism and techno-globalism. Drawing on the "large technical systems" framework, this editorial analyzes AI development as a multidimensional phenomenon and explores its five developmental stages. In this context, while introducing the special issue "Artificial Intelligence and the Future of Iran: Questions, Challenges, and Opportunities," it is demonstrated that the articles within this issue address the infrastructural, legal, ethical, and practical dimensions of AI in Iran, each examining a segment of this large technical system through its own analytical lens. Ultimately, it is proposed that the dual frameworks of AI macro-challenges and its study as a large technical system can foster coordination among researchers in this field and create conditions for designing and implementing a cohesive and effective AI policy. این سرمقاله با هدف ارائه راهبردی تحلیلی برای درک مسیر توسعه هوش مصنوعی در کشور، چهار کلان‌چالش اصلی سیاست‌گذاری این حوزه را بررسی می‌کند: ۱) فقدان توافق در تعریف و دامنه فناوری‌های هوش مصنوعی، ۲) تنوع گسترده مصداق‌ها، کاربردها و پیامدهای هوش مصنوعی که منجر به پیچیدگی در تدوین سیاست‌های عمومی یا تنظیم‌گری خاص در بخش‌های مختلف شده است، ۳) تعارض منافع میان ذی‌نفعان مختلف (دولت، بخش خصوصی و جامعه)، که موجب دشواری در ایجاد اجماع سیاستی شده است و ۴) تنش میان نسبت همکاری‌های بین‌المللی و نظام حقوقی و سیاستی کشور که سیاست‌گذاران را با دوگانه فن‌ملی‌گرایی و فن‌جهان‌گرایی مواجه ساخته است. با بهره‌گیری از چارچوب «نظام‌های فنی بزرگ»، این سرمقاله توسعه هوش مصنوعی را به‌عنوان پدیده‌ای چندبعدی تحلیل کرده و مراحل پنج‌گانه آن را در راستای شناسایی عقب‌افتادگی‌های ایران بررسی می‌کند. در این راستا، ضمن معرفی مقالات ویژه‌نامه «هوش مصنوعی و آینده ایران: پرسش‌ها، چالش‌ها و فرصت‌ها»، نشان داده می‌شود که این مقالات به جنبه‌های زیرساختی، حقوقی، اخلاقی و کاربردی هوش مصنوعی در ایران پرداخته و هریک از دریچه تحلیلی خود بخشی از این نظام فنی بزرگ را مورد بررسی قرار می‌دهند. در نهایت پیشنهاد می‌شود دو چارچوب کلان‌چالش‌های هوش مصنوعی و مطالعه آن به مثابه یک نظام فنی بزرگ می‌توانند زمینه را برای هماهنگی میان پژوهشگران مختلف این حوزه فراهم ‌آورد و شرایطی برای طراحی و پیاده‌سازی یک سیاست یکپارچه و کارآمد در جهت توسعه هوش مصنوعی ایجاد نماید. https://jstp.nrisp.ac.ir/article_14080_1e6fa7e45351ce693d35df47def010cc.pdf
