Having investigated a set of national policies and action plans from other countries can help Iranian policymakers to propose a proper model for the country. In this paper, first we review the main national IT documents of neighboring countries, then gathering the main 13 Iran’s national IT documents; a few major evaluation criteria have been proposed. To do this choosing the STEEPLV framework, all the documents have been investigated based on the framework’s constructs and the strengths and weaknesses of each document have been emphasized. The results show the main aspects which the policymakers should note in the new national plans.
