بازشناسی الزامات موفقیت و چالشهای محیط آزمون تنظیمگری فینتک در ایران
پدیدههای فناورانه مالی به موجب تحولاتی که در بومسازگان خود ایجاد میکنند، احتمالاً موجب بروز عوارض جانبی و آثار سوء خواهند شد. تاکنون مسیرهای تنظیمگری گوناگون و موازی در دستورکار تنظیمگران مالی قرار گرفته است. محیط آزمون تنظیمگری نیز بهعنوان یکی از مسیرهای موجود برای شناخت این پدیدهها طی سالهای اخیر توجه فراوانی را به خود جلب کرده است. این فضا چارچوبیست که توسط یک نهاد ناظر مهیا شده و به شرکتهای نوپا این امکان را میدهد تا پیش از ورود به بازار، راهکار نوآورانه خود را در مقیاس کوچک و پویا مورد سنجش قرار دهند؛ اما استخراج الزامات موفقیت و چالشهای پیشرو موضوعی است که بهجهت نوین بودن این مسیر مغفول مانده است. لذا در این پژوهش سعی شده الزامات موفقیت و چالشهای آن از طریق مطالعات کتابخانهای و مصاحبههای نیمهساختاریافته از نمونه نخبگانی 42تایی مورد شناسایی قرار گیرد. بر اساس تحلیل مضامین مصاحبههای انجامشده که به روش برچسبزنی با استفاده از نرمافزار NVIVO انجامشده، نتایج در قالب دستههای موضوعی و گزارههای تحلیلی بر اساس فراوانی عبارات و کلید واژگان، تجمیع و تلفیق گردد. نتایج این پژوهش اجرای موفقیتآمیز محیط آزمون را نیازمند توجه به ایجاد محیطهای آزمون تخصصی با واحد اختصاصی، دوره آزمون 3 الی 12 ماه همراه با دو دوره تمدید مقتضی6 ماهه، ارائه خدمات بر اساس سطحبندی کاربران، تشکیل واحد شکایات، تسهیل در شرایط ورود با شروط حداقلی، تداوم نظارت بعد از دوره آزمون، ارائه خدمات مشاورهای، اجرای محدودیتهای ممانعتی و معافیتی با اجرای پلکانی و استفاده از خدمات برونسپاری برای ارزیابی متقاضیان است.

مطالعه نقش دستورالعملهای مقابله با سوءرفتارهای علمی در سلامت علمی
یافتن راهحل برای مسئله شیوع سوءرفتارهای علمی، اگر آن را به عنوان یک مسئله به رسمیت بشناسیم، نیازمند پژوهشهایی از جمله انجام مطالعات تطبیقی، مشاهده و مقایسه تجربیات کشورهای دیگر در این رابطه است. لذا در مقاله حاضر (که حاصل چنین پژوهشی است) مبتنی بر بررسی تجربیاتِ حقوقی در مجموعهای از کشورها، که برخی از آنها در مهار سوءرفتارها خوشنام و برخی دیگر کمتر خوشنام هستند، استدلال میشود که قواعد و دستورالعملهای حقوقی (هرچند شرط لازم است امّا) شرط کافی را برای تحقق سلامت علمی مهیا نمیکند. برای رسیدن به چنین نتیجهای، ناظر به پدیده سوءرفتار در کشورهای کمتر موفق، مشاهدهای گزارش میشود که به وجودِ پدیده سوءرفتارهای اپیدمیک، و همچنین وجودِ تفاوتهایی در نوع مصادیق و دامنه افرادی که در این کشورها مرتکب سوءرفتار علمی میشوند، اشاره دارد. در ادامه، سیاستهای حقوقی کشورهای موفقتر، و دستورالعملهای وضعشده مرتبط با سوءرفتارهای علمی، مورد بررسی قرار خواهند گرفت، و استدلال (و پیشبینی) میشود که با توجه به تفاوتهای موجود در پدیده مورد نظر در این دو نوع کشور، به کار بستن سیاستهای حقوقی کشورهای موفق، در کشورهای کمتر موفق راهگشا نخواهند بود. در نهایت با اشاره به نمونههایی از تجربیاتِ کشورهای کمتر موفق در بهکاربستن قواعد حقوقی کشورهای موفق، پیشبینی مورد نظر مورد تأیید قرار خواهد گرفت. در انتهای مقاله، تحلیلی از چرایی عدمموفقیت ارائه میشود که میتواند محلی برای نقد و بررسیهای بعدی قرار گیرد.

الگوی سیاستی حمایت از منابع انسانی نوآور شرکتهای دانشبنیان در برنامه نظام وظیفه تخصصی
منابع انسانی توانمند یکی از مهمترین عوامل توسعه نوآوری در بنگاهها محسوب میشود. از منظر مطالعات سیاست نوآوری نیز توصیه شده که دولتها ایزارهای سیاستی را در بهبود عملکرد نوآورانه خصوصا در کسب وکارهای بخش خصوصی بکارگیرند. لذا طراحی الگوی سیاستی برای حمایت دولت از نیروی انسانی توانمند در شرکتهای دانشینیان از اهمیت بالایی برخوردار است. بمنظور طراحی این الگوی سیاستی در ایران، مطالعه موردی برنامه تسهیلات نظام وظیفه تخصصی دانشینیان در دستور کار این پژوهش قرار گرفته است. روش گردآوری دادهها مصاحبه کیفی نیمه ساختاریافته بوده و از روش تحلیل مضمون برای تحلیل داده ها استفاده شده است. بر اساس الگوی پیشنهادی در این تحقیق، طراحی سیاست مبتنی بر ارایه نظام شناسایی و ارزیابی متمایز برای افراد و شرکتهای مشمول سیاست لازم است در سایر سیاستها نیز توجه شود و چارچوب تدوین پروژه و الگوی نظارت بر عملکرد مشمولان طرح با استفاده از نهادهای واسط همچون کارگزاران نظارت و ارزیابی خصوصی و شبکه داوران و مشاوران فنی تقویت گردد. به علاوه ایجاد هماهنگی بین بخشی در بدنه دولت و حاکمیت با طراحی نظام حکمرانی مناسب و استفاده از زیرساختهای فناورانه نیز تاثیر جدی در تکامل الگوی سیاستی مورد بررسی خواهد داشت.

مدل پویایی نظام در ارتقای قابلیت نوآوری ملّی مبتنی بر تحلیل کتابشناختی
تمرکز بر صادرات محصولات با فناوری بالا به عنوان شاخص اثربخشی قابلیت نوآوری ملّی، یکی از اهداف مهم توسعه محسوب میشود. از اینرو در این پژوهش به منظور طراحی یک نظام پویا در سنجش میزان دستیابی کشور به هدف مذکور، با بررسی سیر تحول ساختار فکری قابلیت نوآوری ملّی با استفاده از رویکرد تحلیل کتابشناختی، مفاهیم کلیدی مرتبط با آن در قالب خوشهها طبقهبندی، و بر اساس مفاهیم استخراجشده، اجزای اصلی مدل ارتقای قابلیت نوآوری ملّی شناسایی شدند. سپس بر اساس پیشینه پژوهش و برگزاری جلسات گروه کانونی با خبرگان، سایر متغیرهای متناسب با ابعاد ارتقادهنده قابلیت نوآوری ملّی تعیین شدند و بر مبنای رویکرد پویایی نظام، یک مدل پویا ترسیم شد. سپس راهبردهای متفاوت ارتقادهنده قابلیت نوآوری بر اساس رفتار متغیر اصلی نسبت صادرات محصولات با فناوری بالا به اختراعات مورد بررسی و تحلیل قرار گرفتند. یافتههای پژوهش بیانگر استخراج 5 خوشه فرارسی (جهش فناوری) و بهرهوری، ظرفیت جذب دانش، قابلیت پویا، قابلیت فناوری، و اتحاد راهبردی، به عنوان مفاهیم اصلی استخراجشده حاصل از تجزیه و تحلیل کتابشناختی بود. با اعمال دو راهبرد اصلی ایجاد مشوق در بازگشت نخبگان به کشور، و ارائه تسهیلات در تجاریسازی محصولات دانش بنیان، متغیر شبیهسازی شده نسبت صادرات محصولات با فناوری بالا به اختراعات، رفتار بهتری در آینده نشان خواهد داد.

تحلیل الگوهای فکری تاثیرات کارآفرینی دانشگاهی بر توسعه شرکتهای دانشگاهبنیان
عرصه دانشگاه و عرصه کارآفرینی، ارتباط محکمی باهم داشته و نقش مهمی در توسعه کشور، افراد، سازمانها و شرکتها دارند. شرکتهای دانشگاهبنیان، از مجموعه شرکتهایی است که روابط متقابلی با عرصه کارآفرینی دانشگاهی دارد. این شرکتها و نقش دانشگاهها در توسعه آنها، از چالشهای مهم در کشور به شمار میرود. در واقع، سازوکارهای دانشگاه، تأثیرات متعدی در ابعاد و مقولههای مختلف بر توسعه یا عدم توسعه این شرکتها دارند که شناخت این تأثیرات بهمنظور برنامهریزی صحیح برای دانشگاهها و شرکتهای مرتبط ضروری است. بنابراین هدف اصلی این پژوهش، شناسایی و تحلیل الگوهای فکری حاکم بر تأثیرات سازوکارهای حمایتی دانشگاه بر توسعه شرکتهای دانشگاه بنیان است. برای این منظور، سه دانشگاه امام خمینی، رازی کرمانشاه و دانشگاه یزد برای مطالعه موردی انتخاب شدند. در بخش روششناسی، دادهها از مجموعه اعضای هیئتعلمی، مدیران و دانشجویان تحصیلات تکمیلی شامل 62 کارشناس از هر سه دانشگاه در قالب مصاحبه و پرسشنامه گردآوری شده است. برای شناسایی و تعیین مقولههای کارآفرینی دانشگاهی، از روش تحلیل محتوای کیفی استقرایی و برای شناسایی و تحلیل الگوهای فکری، از مدل تحلیلی کیو استفاده شده است. نتایج نشان داد که سازوکارها و مقولههای دانشگاه در هشت گروه دگرگونی سیاستهای دانشگاه، عوامل فردی، قوانین دانشگاه، زیرساختها، انحصارزدایی، عوامل سطح کلان، مشارکتها و موانع توسعه شرکتها قرار داشتند. همچنین دانشگاهها در مجموع تأثیرات نسبتاً خوبی بر توسعه شرکتها دارند اما ارتباط شرکتها با دانشگاهها به دلیل کمبود شرکتها ضعیف است. در مجموع عاملها و الگوهای فکری نهایی، شناسایی و تحلیل شدند.

تبیین نهاد خلق ارزش مشترک در بومسازگان صنایع الکترونیک
مطالعات متعددی در خصوص جایگاه نهاد میانجی در بومسازگان صنایع انجام شده، اما به طور مشخص در ارتباط با نهاد میانجی خلق ارزش مشترک در بومسازگان صنایع الکترونیک مطالعات محدودی موجود میباشد. لذا هدف این تحقیق کشف ابعاد نهاد میانجی خلق ارزش در بومسازگان صنایع الکترونیک است. تحقیق حاضر با روش کیفی و با رویکرد نظریه دادهبنیاد نظاممند انجام گردید و به منظور جمعآوری اطلاعات از مصاحبههای عمیق با 19 نفر از متخصصان حوزه نوآوری و صنعت الکترونیک بهره گرفته شد. از تجزیه و تحلیل دادهها روی ۲۳۶ مفهوم، مجموعاً ۱۸۶ کد باز و پس از تحلیل و تجمیع دادهها، 19 مقوله فرعی بدست آمد و در نهایت ۶ مقوله اصلی بهعنوان ابعاد نهاد میانجی خلق ارزش مشترک در بومسازگان صنعت الکترونیک شناسایی و کشف گردید. این شش مقوله اصلی عبارتند از مقوله "نهاد خلق ارزش مشترک" بهعنوان پدیده محوری که نقش آن خلق و توسعه دارایی مشترک، حاصل از همکاری بیننهادی است و مقوله "شبکه تبادل خلاق" بهعنوان شرایط علی که زیر ساخت تحقق، کشف و توسعه دارایی مشترک را شامل میگردد و همچنین مقوله "الزامات شبکه همکاری" بهعنوان شرایط تأثیرگذار زمینهای که امکان همکاری خلق ارزش، بیننهادی را فراهم میآورد و مقوله "تعارض همکاری نهادی" بهعنوان شرایط مداخلهگر که از واگرایی همکاری بیننهادی پیشگیری میکند و مقوله "برنامههای همکاری مشترک" بهعنوان راهبرد کنشی که شیوه اصلی خلق ارزش در همکاری بیننهادی را معین مینماید و در نهایت مقوله "تعالی بومسازگان صنعت الکترونیک" بهعنوان آثار و پیامد ناشی از آن پدیده محوری میباشد.
