عوامل موثر بر تقویت روابط در شبکههای همکاری از نگاه سرمایه اجتماعی
بسیاری از سرمایهگذاریها بر روی تحقیق و توسعه، با هدف تحریک شکلگیری روابط همکاری انجام شده و باعث بهبود معنادار رشد اقتصادی و عملکرد نظام ملی نوآوری شده است. تاکنون مطالعات متعددی در زمینه روابط بین اعضای شبکهها صورت گرفته است اما خلأهایی از قبیل عدم توجه کافی به بازیگران دولتی در این مطالعات دیده میشود. این پژوهش به دنبال ارائه الگویی برای تقویت روابط بین اعضای شبکههای همکاری علم و فناوری مبتنی بر نظریه سرمایه اجتماعی در ایران است، به طوری که ماهیت اعضای شبکه از نظر دولتی و خصوصی بودن نیز در نظر گرفته شود. جامعه پژوهش حاضر، اعضای شبکه آزمایشگاهی فناوری نانو در ایران و روش پژوهش مطالعه موردی است. در گام اول عوامل مؤثر بر تقویت روابط در بین اعضای شبکه از طریق مرور ادبیات (مربوط به نظریه سرمایه اجتماعی) شناسایی و به وسیله اجماع خبرگان تعدیل شد. در گام بعد این عوامل با استفاده از مدلسازی ساختاری تفسیری در ترکیبهای سهگانه خصوصی-خصوصی، خصوصی-دولتی و دولتی-دولتی اولویتبندی و مقایسه گردید. نتایج پژوهش نشان میدهد که عوامل برنامهها و سیاستهای مدیریت شبکه، تجربه روابط پیشین و مدت زمان عضویت، سه عامل ریشهای در ترکیبات مختلف دولتی- دولتی، خصوصی- دولتی و خصوصی- خصوصی هستند. همچنین عامل برنامهها و سیاستهای اعضای شبکه نیز در ترکیب دولتی- دولتی عاملی ریشهای و تأثیرگذار است.

شناسایی بسترهای مؤثر بر کارآفرینی محصولات فرهنگی در ایران
بر اساس بررسیهای انجامشده، عمده تحقیقات در موضوع کارآفرینی، به کارآفرینی در صنعت پرداخته است. اما لازم است به بررسی و شناسایی فرآیندهای کارآفرینانه فرهنگی، خصوصاً کارآفرینی در زمینه محصولات فرهنگی نیز پرداخته شود. شناسایی بسترهای مؤثر بر کارآفرینی محصولات فرهنگی، امکان رشد را برای اصحاب فرهنگ، کارآفرینان فرهنگی و ملاحظات لازم را برای سیاستگذاری دولتی آشکار میسازد. پژوهش حاضر با هدف شناسایی بسترهای مؤثر بر کارآفرینی محصولات فرهنگی در ایران و به روش کیفی از نوع تجزیهوتحلیل مضمون است. دادهها از طریق مصاحبه نیمهساختاریافته و عمیق با 13 نفر در سه حوزه کارآفرینان محصولات فرهنگی، اساتید فرهنگ و هنر و سیاستگذاران این حوزه با استفاده از تکنیک گلوله برفی گردآوری شد و با استفاده از کدگذاری باز و محوری در سه سطح موردبررسی و تجزیهوتحلیل قرار گرفت. نتایج بهدستآمده در قالب پنج محور مجزا طبقهبندی شد که عبارتاند از: الگوی ذهنی مصرف و تولید آزاد فرهنگی در جامعه، ایجاد چشمانداز مشترک توسعه فدرالیزم فرهنگی در جامعه، نظامهای فرهنگی خدمترسان در جامعه، توسعه قابلیتهای شخصی کارآفرینان محصولات فرهنگی در جامعه و یادگیری خلاقانه فرهنگ در جامعه. هریک از این محورها خود شامل زیرمقولاتی هستند که در این مقاله به آنها پرداخته شدهاست. کلیدواژهها:

استخراج سیاستهای توسعه توانمندیهای فناورانه شرکتهای اکتشاف و تولید ایرانی در حوزه ازدیاد برداشت نفت
علیرغم اینکه ایران جزو بزرگترین کشورهای دارنده ذخایر نفت و گاز جهان است، اما از منظر فناوریهای بالادستی نفت، همواره دارای مشکلاتی بوده و شرکتهای اکتشاف و تولید ایرانی جایگاه قابل ملاحظهای به لحاظ سطح توانمندی فناورانه به خصوص در حوزه مهم ازدیاد برداشت نفت دنیا ندارند. در کنار عوامل متعدد در سطوح خرد و صنعت، سیاستگذاری مناسب و حمایت دولتی در سطح کلان اهمیت ویژهای در توسعه توانمندی فناورانه شرکتهای داخلی دارد. به این منظور، مقاله حاضر به استخراج و ارزیابی مهمترین سیاستهای کلان برای توسعه فناورانه شرکتهای اکتشاف و تولید در حوزه ازدیاد برداشت نفت پرداخته است. ابتدا با استفاده از روش تحلیل مضمون، سیاستهای بهکار گرفته شده و تجربیات موفق کشورهای دیگر با مرور جامع ادبیات استخراج شد، سپس با بهکارگیری روش مدلسازی ساختاری تفسیری و بر اساس نظرات خبرگان اکتشاف و تولید ایران، این سیاستها برای فعالیتهای ازدیاد برداشت نفت صنعت نفت ویژهسازی شده و در قالب مدلی سطحبندی شده و روابط بین آنها مشخص شد. تقویت ارتباط صنعت و دانشگاه، مشوقهای مالی برای فعالیتهای تحقیق و توسعه شرکتها، ایجاد موسسات تحقیق و توسعه دولتی، ایجاد پیوند با شرکتهای بینالمللی و جذب و دانش فناورانه آنها، سیاست جایگزینی واردات و حفاظت از بازار داخلی، و تجاری کردن نوآوریهای شرکتها و حمایت از آنها از مهمترین سیاستهای کلان استخراجشده از نتایج این پژوهش هستند.

چگونه ویژگیهای صنعت بر فرارسی فناورانه بنگاه دیرآمده تاثیر میگذارد؟ موردکاوی یک بنگاه خودروسازی ایرانی
برخلاف مطالعات موجود فرارسی که موارد موفق را تحلیل میکنند، مقاله حاضر فرارسی ناموفقِ یک بنگاه خودروسازی دیرآمده را مورد مطالعه قرار میدهد. بدین منظور با استفاده از راهبرد مطالعه موردی و روش تحلیل مضمون (تم)، مضامین و مفاهیم مرتبط با چارچوب مفهومی، استخراج و دستهبندی میشوند. چارچوب مفهومی عملیاتیشده بهعنوان مهمترین دانشافزایی این مقاله، عناصر جدیدی را بهعنوان رژیمهای فناورانه و بازار صنعت خودرو به ادبیات حوزه فرارسی معرفی میکند. این عناصر عبارتند از انتقال فناوری، تنوع حوزههای فناورانه، دانش ضمنی، پیوندهای پیشین، صرفه مقیاس، زنجیره تامین بومی، نگاه سرمایهای به کالای مصرفی، بازار انحصاری چندجانبه و بازار همگن. علاوه بر این، مقاله حاضر دو عامل جدید موثر بر فرارسی که در جریان مطالعهموردی بنگاه بومی ایجاد شدهاند یعنی"راهبرد صنعتی" و"مسائل ساختاری" را به مدلهای فرارسی موجود اضافه میکند. در نهایت، اتخاذ سیاستهای منسجم برمبنای رژیمهای صنعت و راهبرد صنعتی میتواند فضای مساعدی را برای فرارسی بنگاه بومی فراهم نماید.

استقرار ناحیه نوآوری با هدف توسعه منطقهای در رهیافت لنگرگاهی دانشگاه نسل چهارم
در سالهای اخیر، نواحی نوآوری به عنوان محرکهای اصلی توسعه منطقهای، با توسعه زیادی همراه بودهاند. در چنین بافتاری، استقرار ناحیه نوآوری با محوریت دانشگاه، در بهترین فرم ساختاری، رفتاری و عملکردی خود که توانایی پاسخگویی به نیازهای ناحیه نوآوری با هدف توسعه منطقهای را داشته باشد، به نگاهی چندجانبه، تعاملی و دقیق به اجزا و عناصر و شیوههای طراحی نیاز دارد. این مقاله سعی دارد تا نگرشی ریزبینانه را در خصوص فرایندهای شکلگیری ناحیه نوآوری با محوریت موسسه لنگرگاهی (دانشگاه) فراهم آورد. در این پژوهش 680 منبع در مرحله اول و 162 منبع در مرحله پایانی، در یک فرایند چهار مرحلهای مورد بررسی قرار گرفت. روش پژوهشی مورد استفاده از نوع مرور نظاممند و با در نظرگرفتن نگاه جهانی، ابعاد و افقهای مختلف در یک مطالعه بینرشتهای است. نتایج پژوهش بیان میدارد که به منظور استقرار ناحیه نوآوری با هدف توسعه منطقهای در رهیافت مدل لنگرگاهی دانشگاه نسل چهارم، 5 لایه مختلف زیر متصور میشود. 1- نهادی: هاله لنگرگاهی نسل چهارمی (شتابدهی و تسهیلگری)، 2-لایه اجتماعی-جامعه مبتنی بر فرهنگ، نوآوری و داده های باز 3- لایه زیرساختی و شهری 4- لایه جغرافیایی ناحیه نوآوری 5- موسسه لنگرگاهی (دانشگاه نسل چهارمی). این پژوهش همچنین به گسترده شدن افق دید پژوهشگران و متولیان اجرایی بومسازگان نوآوری، مطالعات شهری، تجاری و دانشگاهی کمک میکند.

راهنمای انتخاب روش اکتساب فناوری: مدل سهبعدی برهمکنش عوامل مرتبط با مالک، گیرنده و ماهیت فناوری
حفظ و ارتقای جایگاه شرکتها در معادلات رقابتی، در گرو منابع فناورانه آنها است. راههای مختلفی برای دستیابی به نسلهای جدید فناوری وجود دارد و لذا انتخاب روش مناسبی جهت اکتساب فناوری که زمان، هزینه و برآیند آن را بهینه نماید، دارای اهمیت زیادی است. بر همین اساس، این پژوهش با هدف شناسایی روشهای بهینه اکتساب فناوری در شرایط و موقعیتهای مختلف با استفاده از یک مدل سهبعدی ناشی از برهمکنش عوامل مرتبط با مالک، گیرنده و ماهیت فناوری انجام شدهاست. مدل پیشنهادی جهت انتخاب روش مناسب اکتساب فناوری شامل موقعیتهای متعددی است که این موقعیتها از برهم کنش 6 عامل در 3 بعد ایجاد شدهاند. این عوامل از مرور ادبیات و مطالعه مدلهای اکتساب فناوری موجود و یکسانسازی تعداد زیادی از عوامل همخانواده بهدست آمدهاند. روشهای پیشنهادشده براساس ترکیب وضعیت هر یک از عوامل در دو حالت حدی، و در دو دسته «روشهای بهینه» و «روشهای امکانپذیر اما غیربهینه» ارائه شده است. روشهای «بهینه» روشهایی هستند که با عوامل، تطابق کامل دارند و مطمئناً مناسبترین روش برای اکتساب فناوری میباشند. اما روشهای «امکانپذیر اما غیربهینه» در مواقعی پیشنهاد شدهاند که تطابق کامل با عوامل وضعیت وجود ندارد اما عوامل محدودکننده، آن وضعیت را نقض نمینمایند. بدین ترتیب هر بنگاهی میتواند با شناسایی و تطبیق وضعیت خود در مقایسه با عوامل مدل، «روشهای بهینه» و «روشهای امکانپذیر اما غیربهینه» متناسب با وضعیت خاص خود را از مدل استخراج نموده و مورد استفاده قرار دهد.
