مهمان سردبیر: چرا صنایع فرهنگی و خلاق رمق ندارند؟
صنایع فرهنگی و خلاق (از نشر و سینما تا بازیهای رایانهای، تفریح و سرگرمی) در ایران با وضعیت بغرنجی روبرو هستند. از یک سو، انقلاب اسلامی ماهیتی «فرهنگی» دارد و چشمانداز بیستساله نیز بر الهامبخشی کشور در جهان اسلام تأکید دارد و ایران هم از ظرفیتهای چشمگیری در این زمینه برخوردار است که از آن جمله میتوان به کثرت دانشآموختگان رشتههای هنر و علوم انسانی و گنجینه غنی تاریخ و فرهنگ کشور اشاره کرد. از دیگر سو، صنایع فرهنگی ایران عموماً فرسنگها با وضعیت مطلوب فاصله دارند. درست در شرایطی که هر یک از کشورهای منطقه، دست کم در یک یا دو شاخه از صنایع فرهنگی پیشتاز هستند به راستی چرا صنایع فرهنگی ایران نمیتوانند محصولاتی کیفی و رقابتی تولید کنند؟ سهیل عنایتاله آیندهپژوه معتقد است دلایل شکلگیری پدیدهها را باید فراتر از عوامل اجتماعی، سیاسی، اقتصادی یا فناورانه و در گفتمانها و جهانبینیهای حاکم بر آنها جستجو کرد. با این نگاه، سؤال کلیدی این است که غلبه کدام گفتمانها، جهانبینیها یا رویکردها بر زیستبوم نوآوری صنایع فرهنگی موجب شده که این صنایع نتوانند آن طور که باید و شاید انتظارها را برآورده کنند؟ رویکرد اقتصادی، اجتماعی، فرهنگی، سیاسی یا امنیتی؟ گرچه به واسطه تنوع ذینفعان عملاً نمیتوان یک رویکرد را به عنوان تنها رویکرد حاکم بر صنایع فرهنگی مطرح نمود اما با توجه به شواهد مختلف، به نظر میرسد در سالهای اخیر دیدگاه «امنیتی» بیش از سایر دیدگاهها بر صنایع فرهنگی و خلاق کشور حاکم بوده و سیاستها، راهبردها و اقدامات اساسی این حوزه را متأثر کرده است. در رویکرد امنیتی به صنایع فرهنگی، آنچه اهمیت دارد کارکردهای امنیتی محصولات و خدمات فرهنگی و خلاق است نه کارکردهای اقتصادی یا اجتماعی آنها. در این گفتمان، از فعالان فرهنگی انتظار میرود در میادین نبرد که حالا رنگ و بوی فرهنگی به خود گرفتهاند جوانمردانه از اصول و ارزشهای ایرانی-اسلامی دفاع کنند. تهاجم فرهنگی، ناتوی فرهنگی و واژگان و اصطلاحاتی از این دست، بارها از سوی سیاستگذاران تکرار شده تا در ذهن فعالان فرهنگی حک شود که آنها سربازان و سرداران این عرصه هستند نه کاسبان و تاجران عرصه فرهنگ. در دیدگاه عنایتاله، آیندهها زائیده گفتمانها و جهانبینیها هستند و تغییر گفتمان مسلط و غلبه هر رویکرد یا گفتمان بدیل، میتواند به آیندهای متفاوت از وضع موجود منجر شود. به زبان آیندهپژوهان، غلبه گفتمان «اقتصادی» بر صنایع فرهنگی، منجر به یک سناریو و غلبه گفتمان اجتماعی، منجر به سناریویی دیگر برای آینده صنایع فرهنگی خواهد شد. در صورت غلبه گفتمان اقتصادی بر صنایع فرهنگی، طبعاً کارکردهای اقتصادی آنها همچون خلق ثروت و ایجاد اشتغال اهمیت پیدا میکند و در صورتی که گفتمان اجتماعی غالب شود کارکردهای اجتماعی صنایع فرهنگی نظیر افزایش دسترسی مردم به هنر و فرهنگ و همچنین تقویت سرمایههای اجتماعی اولویت مییابد. با این وصف، باید پرسید که اتخاذ کدام رویکرد نسبت به صنایع فرهنگی، میتواند آینده مطلوب آنها را محقق کند؟ حاکمیت کدام گفتمان میتواند ضامن توسعه و شکوفایی صنایع فرهنگی در راستای منافع ملی باشد؟ گفتمان اقتصادی، اجتماعی، فرهنگی یا سیاسی؟ انتخاب با ماست! سیاوش ملکیفر دانشآموخته دکترای آیندهپژوهی مرکز تحقیقات سیاست علمی کشور

راهبردهای ارتقاء زنجیره ارزش صنعت فولاد ایران از منظر نظام نوآوری
ارتقاء زنجیره ارزش به معنی نوآوری نسبی واحدهای عضو این زنجیره است و طبعاً نوآوری هنگامی منجر به ارتقاء میشود که نسبت به رقبا نرخ بالاتری داشته باشد. همچنین رقابتپذیری زنجیره ارزش تا حد زیادی تحت تأثیر هماهنگی و همکاری بازیگران زنجیره در جهت نوآوری است. این مقاله در پی آن است که با بررسی ارتباط کارکردهای نظام نوآوری صنعت فولاد ایران با راهبردهای ارتقاء زنجیره ارزش، پیشنهاداتی را جهت پیادهسازی این راهبردها از منظر نظام نوآوری ارائه دهد. بدین منظور از طریق مصاحبه با خبرگان این حوزه و تحلیل تماتیک، چارچوب اولیه استخراج و ابعاد و مؤلفههای آن با بهرهگیری از پیمایش و استفاده از روشهای آماری، اعتبارسنجی و به صورتی دقیقتر بررسی شد. یافتهها نشان داد که انواع راهبردهای ارتقاء زنجیره ارزش صنعت فولاد تحت تأثیر موانعی قرار دارد که توسط کارکردها و زیرکارکردهای نظام نوآوری این صنعت قابل رفع و اصلاح است. به عنوان نمونه کارکردهای خلق و انتشار دانش، هدایت تحقیقوتوسعه و تأمین و جریان دادن به منابع مهمترین کارکردهایی هستند که ارتقاء محصولی و فرآیندی را تسهیل مینمایند و فعالیتهای کارآفرینانه، شکل دادن بازارها و مشروعیتبخشی بیش از سایر کارکردها موانع ارتقاء کانالی را رفع و به صورت غیرمستقیم سایر راهبردهای ارتقاء را تسهیل میکنند. در پایان مقاله نیز با استفاده از تحلیل همزمان ساختاری-کارکردی اهداف و پیشنهادات سیاستی ارائه شده است.

تقاضای دولت و بخش عمومی به عنوان ابزار سیاست فناوری و نوآوری؛ مطالعه موردی نمایشگاه ساخت ایران
سیاست نوآوری مبتنی بر خریدهای دولت و بخش عمومی، موضوع مهمی است که طی سالیان اخیر بیشتر مورد توجه پژوهشگران حوزه سیاست نوآوری قرار گرفته است. به دلیل پیچیدگیهای اجرای مؤثر این سیاست، لازم است طراحی آن متناسب با شرایط کشورهای مختلف و رشتههای فعالیتی مورد نظر انجام شود. از آنجا که ترجمان سیاست خرید دولتی نوآوری در کشورهای در حال توسعه، ارتقاء یادگیری و همپایی بنگاههای داخلی در قالب سیاست صنعتی و فناوری است در این مقاله تلاش شده الگوی طراحی سیاست فناوری و نوآوری با بکارگیری تقاضای دولت و بخش عمومی در ایران مورد توجه قرار گیرد. پایداری و تداوم در اجرا، علتی بوده که سبب شده در این مقاله مطالعه موردی این سیاست انجام شود. با استفاده از روش تحقیق کیفی، تحلیل محتوای متون مقالات برگزیده انجام و سؤالات مصاحبه بر مبنای مقولات محوری به دست آمده تنظیم شدهاند. در ادامه نیز مصاحبه با مسئولین مرتبط دولتی، شرکتهای فعال در نمایشگاه، خریداران و نهادهای ارزیاب و واسط انجام و با تحلیل محتوای متون مصاحبهها، نظریه زمینهای مربوط به الگوی سیاستی پیشنهادی مقاله تدوین شده است. مدیریت هزینههای مبادله و نهادهای واسط به عنوان مقوله محوری معرفی و سازماندهی توانمندیهای عرضه نوآوری (الگوی ارزیابی و پوشش ریسک نوآوری)، صورتبندی تقاضای بخش عمومی (تجمیع تقاضا و استانداردگذاری) و همچنین ساختار حکمرانی و زیرساختها (شرایط قرارداد، هماهنگی و تقسیم کار) اجزاء الگوی پیشنهادی است.

تحلیل پدیدارشناسانه عوامل درونسازمانی مؤثر بر استفاده از مؤسسات تولید مقاله و پایاننامه
شکلگیری و گسترش فعالیت مؤسسات موسوم به تولید مقاله و پایاننامه، نظام آموزش عالی ایران را با چالشهای مخاطرهانگیزی مواجه ساخته که در سطوح فردی، سازمانی و اجتماعی، تبعاتی را به همراه داشته است. مطالعه حاضر با هدف واکاوی عوامل درونسازمانی مؤثر بر گرایش به استفاده از این مؤسسات انجام شده است. پژوهش با رویکرد کیفی و به روش پدیدارشناسی انجام و نمونهگیری به صورت هدفمند و ملاکی انجام گرفته است. حجم نمونه، وابسته به اشباع نظری دادهها بوده که بر این اساس تجربه زیسته 22 نفر از صاحبنظران در قلمرو موضوعی مدنظر مورد بررسی عمیق قرار گرفت. دادهها با استفاده از فن مصاحبه نیمهساختمند گردآوری و مبتنی بر راهبرد کلایزی تحلیل شدهاند. تحلیل دادهها به شناسایی و دستهبندی پنج دسته از عوامل درونسازمانی مؤثر بر گرایش به استفاده از مؤسسات تولید مقاله و پایاننامه شامل عوامل مدیریتی، فرهنگی، نظارتی، آموزشی و فردی منتج شد. یافتههای پژوهش نشان میدهد که رونق یافتن مؤسسات مقالهنویسی میتواند نشاط و پویایی مراکز علمی و دانشگاهی را از درون با چالشهایی جدی همراه و آنها را در تحقق رسالتشان در ارزشآفرینی و زمینهسازی رفاه و توسعه پایدار و متوازن جامعه، با مشکلات دوچندان مواجه نماید.

تحلیل تلاشهای فرارسی فناورانه بنگاههای زیستداروی ایران
فرارسی فناورانه، از مسائل اصلی توسعه فناوری در بسیاری از کشورهای در حال توسعه بوده و تعیین فرآیند مناسب آن بر اساس شرایط نهادی و ویژگیهای بنگاههای صنایع مختلف، از الزامات یک فرارسی موفق است. بررسی مطالعات حوزه فناوری حاکی از آن است که مطالعات تجربی و نظری اندکی در زمینه تعیین فرآیند مناسب فرارسی فناورانه برای شرکتهای زیستدارو انجام شده است. این مقاله تلاش کرده با موردکاوی شرکتهای موفق حوزه زیستداروی ایران، فرآیند مناسب فرارسی فناورانه بنگاههای این حوزه را با توجه به بستر آن و همچنین شرایط کشور مورد بررسی و تببین قرار دهد که برای این کار، دادههای مورد نیاز از طریق مصاحبههای نیمهساختاریافته گردآوری و با استفاده از تحلیل تم و کدگذاری، تحلیل و در قالب مدلی ارائه شده است. بر اساس یافتههای پژوهش، بنگاههای مورد مطالعه در فرآیند فرارسی فناورانه خود ابتدا توانمندیهای تولید (فرمولاسیون، تولید ماده مؤثره و کسب تأییدیهها) را توسعه داده، سپس توانمندی نوآوری در فرآیند تولید را کسب و نهایتاً وارد مرحله کسب توانمندی توسعه سویههای موجود شدهاند. یافتهها همچنین گزاره مؤید اینکه برای بنگاهها کسب توانمندی سادهتر فرمولاسیون الزاماً باید مقدم بر کسب توانمندی پیچیدهتر تولید ماده مؤثره باشد را نقض میکند و در واقع، شروع توسعه فناوری از توانمندی پیچیده تولید ماده مؤثره، میتواند یکی از رویکردهای صحیح در فرارسی فناورانه بنگاههای زیستدارو باشد.

ارزیابی اثرات تحریمهای بینالمللی بر توسعه نظام نوآوری فتوولتائیک در ایران
تحریمهای اعمالشده علیه ایران از جنبههای مختلف بر کشور اثرگذار بوده لیکن عمده ارزیابیهای انجامشده تاکنون در خصوص آثار تحریمها، در حوزه تجارت و اقتصاد بوده و پژوهشهای معدودی اثر تحریمها بر حوزه علم و فناوری را بررسی کردهاند. هدف این مقاله، ارزیابی چگونگی اثرگذاری تحریمهای بینالمللی بر توسعه نظام نوآوری فناوری فتوولتائیک در ایران است. چارچوب ارزیابی این مقاله، به صورت نوآورانه و بر اساس نظریههای بینالمللیسازی نظام نوآوری فناورانه طراحی شده که برای ارزیابی، ابتدا نظرات ۳۲ تن از خبرگان از طریق پرسشنامه جمعآوری و سپس با پنج تن از خبرگان، مصاحبههای نیمهساختاریافته انجام شده است. یافتهها نشان میدهد که تحریمهای بینالمللی در اکثر کارکردهای نظام نوآوری فناورانه حوزه هدف، دارای اثرات مهمی بوده و کارکرد بسیج منابع بیش از سایر کارکردها تحت تأثیر تحریمها، تضعیف شده است. همچنین تحریمهای بینالمللی باعث شده در سطح کارکرد هدایت تحقیق، نگاه محدودی به بُعد فراملی وجود داشته باشد و یکپارچگی و هماهنگی جهانی در پیشبرد کارکردها و همچنین جایگاه کشور در زنجیره جهانی ارزش در نظر گرفته نشود.

الگوی عوامل مؤثر بر رشد پایدار شرکتهای فناور نوپا در ایران
قانون حمایت از شرکتها و مؤسسات دانشبنیان حدود یک دهه است که به تصویب مجلس شورای اسلامی رسیده و در حال حاضر بیش از 3000 شرکت دانشبنیان در کشور فعالیت میکنند که نزدیک به 50 درصد آنها، شرکتهای نوپا هستند. هدف این پژوهش، شناسایی عوامل اثرگذار بر رشد پایدار شرکتهای دانشبنیان نوپا در ایران بوده که به روش مطالعه موردی چندنمونهای انجام شده است. ابتدا با توجه به پیشینه و نظرات خبرگان این حوزه، الگویی اولیه با چهار بُعد و 14 عامل برای مطالعه طراحی و در ادامه، الگوی نظری پیشنهادی فوقالذکر برای چهار شرکت دانشبنیان متعلق به حوزههای فناوری اطلاعات، فناوری زیستی، تجهیزات پزشکی و تجهیزات اندازهگیری مورد بررسی واقع شد. برای مطالعه شرکتها، از رویکرد سهگانه اطلاعاتی و اطلاعات حاصل از مستندات، شواهد و آمار و همچنین مصاحبه استفاده و دادههای گردآوریشده از طریق پرسشنامه نیز موجب تقویت نتایج شد. در ادامه، تحلیل درونموردی و بینموردی بر روی شرکتها انجام گرفت و عوامل موجود در الگوی نظری که دارای تکرار واقعی و تکرار نظری بودند شناسایی شدند. در نهایت هفت عامل، دارای تکرار نظری و هفت عامل نیز دارای تکرار واقعی شناخته شدند که هفت عامل دارای تکرار واقعی، با اطمینان بیشتری قابلیت تعمیم به سایر شرکتها را داشتهاند و از میان آنها، بُعد ویژگیهای مؤسسان شرکت دارای بیشترین اثرگذاری است.
