تقریباً شکی نیست که قانون حمایت از شرکتهای دانشبنیان در مقایسه با قوانین و مقررات قبلی، یک قانون پیشرو است. گرچه این قانون تلاش دارد تجاریسازی اختراعات و نوآوری را مورد حمایت قرار دهد اما این مسئله نباید باعث شود چشم خود را به روی ایرادهای آن ببندیم. این شماره از فصلنامه سیاست علم و فناوری به موضوع شرکتهای دانشبنیان میپردازد و تلاش دارد از زوایای مختلف به جنبههای مختلف سیاست کشور در باب حمایت از اینگونه شرکتها بپردازد. سؤالات مهمی در ارتباط با این سیاست و نحوه اجرا و نتایج آن مطرح گردیده که بخش قابل توجهی از آن در مقالات این شماره پوشش داده شده است. نوشته پیشرو قرار است به صورت مکمل آن مقالات در خصوص شرکتهای دانشبنیان صحبت کند و به این منظور، از زاویه ایراد این قانون و آئیننامه آن به مسئله ورود میکند. طبق تعریف آئیننامه، شرکتهای دانشبنیان باید درصدی از درآمد خود را از فروش کالاهای دانشبنیان کسب کنند یعنی کالاهایی که قبلاً لیست شده و شامل کالاهای با فناوری برتر و متوسط میشود. اگر شرکتها نشان دهند که توانمندی مرتبط با دانش فنی را کسب کردهاند در زمره حمایتهای این قانون قرار میگیرند. عدهای عنوان میکنند که به این ترتیب، کشور در حال حمایت از شرکتهای مبتنی بر فناوری است. بر این اساس، تحلیل رفتار شرکتهای دانشبنیان بسیار ضروری است که به این منظور از دادههای پیمایش نوآوری بهره میگیریم که در آن 586 شرکت دانشبنیان حضور داشتند: 568 شرکت عنوان کردند که در طول سه سال گذشته حداقل یک نوآوری محصول داشتهاند. در طرف مقابل یعنی شرکتهای غیردانشبنیانی که در پیمایش شرکت کردهاند 1300 شرکت چنین ادعایی را مطرح کردهاند. مقایسه رفتار این شرکتها با یکدیگر نتایج جالبی به دست میدهد. در پیمایش نوآوری، اکثر بنگاهها عنوان کردهاند که نوآور هستند اما شرکتهای دانشبنیان ادعا کردهاند که در زمینه نوآوری درونی، بالاتر از شرکتهای غیردانشبنیان هستند (نوآوری محصولی مشتمل بر چهار دسته است: نوآوری درونی، نوآوری با همکاری سایرین، بهبود محصول نوآوریشده به وسیله دیگران و ارائه محصول نوآوریشده دیگران به وسیله خود). از منظر انواع نوآوری فرآیند (که خود شامل سه دسته بهبود یا ارائه روشهای جدید تولید، بهبود یا روشهای جدید شبکه توزیع و لجستیک و همچنین بهبود یا ارتقاء زنجیره تأمین و نگهداری است)، سطح آنها در زمینه بهبود یا ارائه روشهای جدید تولید محصول، بسیار بالاتر از شرکتهای غیردانشبنیان است. رخدادی که البته بر خلاف روال موجود در دنیاست که شرکتهای دارای فناوری بالا و متوسط، از منظر نوآوری محصول، بالاتر و از منظر نوآوری فرآیند، پائینتر هستند. از منظر فعالیتهای مرتبط با نوآوری وضعیت به چه صورت است؟ در این حوزه، سطح شرکتهای دانشبنیان در سه نوع فعالیت تحقیقوتوسعه درونی، فعالیت نوآورانه به منظور ارائه محصول به بازار و همچنین در زمینه طراحی، بیشتر است. شرکتهای غیردانشبنیان صرفاً در یک حوزه برتر هستند و آن اخذ دانش فنی از سازمانهای دیگر است که البته میانگین این فعالیت هم به صورت کلی در هر دو دسته از شرکتها بسیار پائین است. شرکتهای غیردانشبنیان بیشتر ترجیح میدهند دانش فنی را از خارج خریداری و استفاده کنند. از منظر اطلاعات مرتبط با نوآوری، شرکتهای دانشبنیان در اتکاء به اطلاعات مراکز تحقیقاتی، سطح بالاتری دارند اما در زمینه اتکاء به اطلاعات بازار، نه تنها تفاوتی میان آنها و شرکتهای غیردانشبنیان نیست بلکه غیردانشبنیانها حتی اتکاء بیشتری به تأمینکنندگان بازار به صورت خاص دارند و در ارتباط با اطلاعات رقبا، مشتریان و مشاوران نیز تفاوت معناداری با هم ندارند. در زمینه همکاریها هم، شرکتهای دانشبنیان صرفاً از جنبه همکاری با مراکز تحقیقاتی و دانشگاهی از شرکتهای غیردانشبنیان به طرز معناداری پیشتر هستند. این مسئله نشان میدهد که شرکتهای دانشبنیان بسیار به دانشگاهها و مراکز تحقیقاتی متصل هستند و شاید به همین دلیل هم باشد که بیشتر این شرکتها از دل آن مجموعهها خارج شدهاند (نه به صورت حقوقی، بلکه به صورت حقیقی که افراد دانشگاهی آنها را تأسیس کردهاند). این اطلاعات با فرض اینکه صحیح باشد یک نکته اصلی را به ما گوشزد میکند و آن اینکه شرکتهای دانشبنیان ما، رفتارهای خاصی را در نوآوری از خود بروز دادهاند که با غیردانشبنیانها (پارادایم غالب در کشور) تفاوتهای خاصی دارد. برخی از آنها طبیعی و برخی هم نیازمند توجه ویژه است. برای شرکتهای دانشبنیان نوآوری درونی محصول، بیشتر است اما نمیدانیم چرا برای آنها، نوآوری فرآیند درونی هم بیشتر است. آنها تحقیقوتوسعه بیشتری انجام میدهند تلاش بیشتری برای معرفی محصول به بازار دارند و طراحی هم برای آنها مهمتر است. همچنین اتکاء بسیار بالاتری به مراکز تحقیقاتی و دانشگاهها چه از منظر اطلاعاتی و چه از منظر همکاریها دارند. از قدیم گفتهاند "هر چه بکاری همان را درو میکنی". شرکتهای دانشبنیان ما در حال تلاش برای نوآوری محصول از طریق تحقیقوتوسعه درونی، مبتنی بر اطلاعات و همکاری با دانشگاهها و سپس تلاش ویژهتر برای ارائه این محصولات به بازار هستند. آنها تحقیقوتوسعه بیرونی بیشتری ندارند به اطلاعات بازار نظیر مشتریان و تأمینکنندگان وابستهتر از شرکتهای غیردانشبنیان نیستند حتی کنفرانسها و نمایشگاههای خارجی و سایتهای اینترنتی برای آنها مهمتر نیست. این نشانهها به نوعی خبر از یک مدل عمدتاً خطی میدهد یا مدلی که دنبال همان تجاریسازی دستاوردهای موجود در دانشگاهها و مراکز تحقیقاتی است و به نظر میرسد این آئیننامه نیز در حال تقویت چنین رفتاری است. در پیشینه به آن مدل STI نوآوری میگوییم. از آن طرف هم میدانیم که این مدل نمیتواند ما را به همپایی برساند و حتی برای همپایی خود آن بنگاهها نیز کارآمد نیست. بنابراین شاید سؤال اصلی این باشد که سیاستهای DUI چگونه تدوین خواهند شد؟ تغییرات جدی را باید در کجا به انتظار نشست؟

چارچوب ممیزی مدیریت داراییهای فکری در شرکتهای دانشبنیان
امروزه اصلیترین دارایی شرکتهای فناور و دانشبنیان، داراییهای فکری است. این شرکتها علاوه بر مدیریت داراییهای ملموس و متداول، نیازمند وجود توانمندی مدیریت داراییهای فکری در سبد توانمندیهای خود هستند. از اینرو در ابتدا باید بتوانند داراییهای فکری خود را ممیزی نمایند. اما سؤال اصلی این است که چه چارچوبی برای مدیریت داراییهای فکری و نحوه بکارگیری و پیادهسازی آن در شرکتهای دانشبنیان وجود دارد؟ با در نظر داشتن اینکه حوزه زیستفناوری در ایران یکی از حوزههای پیشرو در ایجاد شرکتهای دانشبنیان بوده است، هدف این مقاله ارائه چارچوبی برای ممیزی مدیریت داراییهای فکری در شرکتهای دانشبنیان به طور کلی و بررسی دقیقتر آن در حوزه مذکور است تا با شناسایی وضع موجود مدیریت داراییهای فکری در آنها و مشخص نمودن نقاط ضعف و قوت موجود در ساختار اجراییشان، راهکارهایی برای ارتقاء سطح مدیریت داراییهای فکری در شرکتهای دانشبنیان این حوزه، ارائه دهد. روش تحقیق بکاررفته در این مقاله، پیمایشی و ابزار گردآوری دادههای آن، مصاحبه با خبرگان و پرسشنامه بوده که برای تحلیل دادههای گردآوری شده از روش تحلیل تم استفاده شد. بر این اساس، شاخصهای اصلی چارچوب ممیزی مدیریت داراییهای فکری تحت عناوین توانمندی رهبری و مدیریت داراییهای فکری در سازمان، میزان ساختارمندی مدیریت داراییهای فکری در سازمان، توانمندی شناسایی و احصاء داراییهای فکری سازمان، توانمندی حفاظت از داراییهای فکری سازمان، توانمندی تجاریسازی داراییهای فکری سازمان و نهایتاً توانمندی رصد و پایش داراییهای فکری رقبا و سایر بازیگران شناسایی شد. پس از وزندهی شاخصهای شناساییشده، از روش مقایسههای زوجی مشخص شد که وضعیت شرکتهای دانشبنیان حوزه زیستفناوری از منظر مدیریت داراییهای فکری بسیار ضعیف میباشد. در نهایت هم توصیههایی به ستاد توسعه زیستفناوری ایران و مدیران شرکتهای مورد مطالعه ارائه شده است.

چارچوب انتخاب ابزارهای تأمین مالی بر اساس خوشهبندی شرکتهای دانشبنیان
شرکتهای دانشبنیان نقش بزرگی در رقابتپذیری کشورها داشته و مورد توجه سیاستگذاران قرار گرفتهاند. یکی از مهمترین چالشهای بقاء و رشد این شرکتها تأمین مالی مناسب است. ابزارهای تأمین مالی مختلفی برای آنها معرفی و مطالعات زیادی هم بر روی این ابزارها انجام گرفته اما با این حال تمرکز اکثر این مطالعات بر چرخه عمر بنگاه بوده است. این در حالی است که با توجه به تفاوت ابزارها از یک سو و همچنین تفاوت در ویژگیها و عملکرد شرکتهای دانشبنیان از سوی دیگر، نیاز به دستهبندی شرکتها بر اساس متغیرهای مؤثر بر تأمین مالی و به تبع آن پیشنهاد ابزارهای مناسب برای هر گروه احساس میشود. در این مقاله با تحلیل خوشهای 251 شرکت دانشبنیان، ساختار خوشهای جدیدی مشتمل بر چهار خوشه تازهکاران، تولیدکنندگان کوچک، خدماتدهندگان کوچک و قدیمیها ارائه و با شناسایی ویژگیهای مالی این خوشهها (به کمک پرسشنامه و همچنین بر اساس دادههای صورتهای مالی) ابزارهای مناسب تأمین مالی هر یک پیشنهاد شده است. در حالی که تازهکاران کمترین تعداد گزینهها را برای تأمین مالی خود داشتهاند قدیمیها طیف گستردهای از روشها در دسترسشان بوده است. تولیدکنندگان و خدماتدهندگان کوچک نیز در برخی روشها نظیر زیر کلید گرفتن انبار با یکدیگر متفاوت بودهاند.

تحلیل فرآیند سیاستی تصویب قانون حمایت از شرکتهای دانشبنیان بر اساس چارچوب ائتلاف مدافع
بررسی تجارب عمده سیاستگذاری در حوزه علم و فناوری برای آگاهی از چالشها و درسآموختههای فرآیند سیاستی آنها، اقدامی حائز اهمیت است. بر این اساس در مقاله حاضر، قانون حمایت از شرکتهای دانشبنیان که یکی از مهمترین تجارب سیاستگذاری علم، فناوری و نوآوری در کشور محسوب میشود با استفاده از چارچوب ائتلاف مدافع (که چارچوبی شناختهشده برای تحلیل فرآیند سیاستی در شرایط بروز اختلاف و تفاوت دیدگاه بین بازیگران سیاستی است) در بازه زمانی سالهای 1386 تا 1395 مورد بررسی قرار گرفته است. دادههای مورد نیاز تحقیق به کمک مصاحبههای نیمه ساختاریافته با بازیگران اصلی این فرآیند و تحلیل محتوای اسناد سیاستی مرتبط با آن جمعآوری شده است. نتایج، حاکی از وجود دو ائتلاف عمده در این فرآیند میباشد که یکی از نقش معاونت علمی و فناوری ریاستجمهوری با رویکردی مابعد دانشگاهی به عنوان مجری قانون حمایت میکند و دیگری وزارت علوم، تحقیقات و فناوری و دبیرخانه شورای عتف با رویکردی کم و بیش دانشگاهمحور است. مهمترین سازوکارهای تغییر در این فرآیند بر اساس میانجیگری بازیگران بیطرف و تغییرات بیرونی ناشی از تغییر دولت در سالهای 1388 و 1392 حاصل شده است. دلالتهای کاربردی این مقاله میتواند در تلاشهای آینده سیاستگذاری علم و فناوری برای به حداقل رساندن مناقشههای سیاستی مفید باشد.

واکاوی عوامل رشد شرکتهای دانشبنیان در ایران با رویکرد تبیین مسیرهای ممکن
در فضای اقتصادی امروز ایران مکرراً به اهمیت ایجاد و رشد شرکتهای دانشبنیان اشاره میشود. درک علل رشد این گروه از شرکتها میتواند برای مدیران جهت پیشبرد اهداف سازمانی و برای سیاستگذاران جهت تدوین سیاستهای اثربخش، مفید واقع شود. بسیاری از محققین این حوزه به صورتی تفکیکشده برعوامل فردی، سازمانی و محیطی رشد شرکتهای دانشبنیان متمرکز شدهاند. این مقاله به شناسایی مسیرهای ممکن دستیابی به رشد برای شرکتهای تحت پوشش قانون حمایت از شرکتها و مؤسسات دانشبنیان مصوب سال 1389 پرداخته است. برای تأمین هدف مذکور، این مطالعه در گام اول اقدام به مصاحبه با 22 تن از مدیران شرکتهای رشدیافته کرده که با استفاده از روش تحلیل موضوعی، مضامین کلیدی حاکم بر فرآیند رشد آنها را شناسایی و نهایتاً مسیرهای ممکن دستیابی شرکتها به رشد بر مبنای روش تحلیل مقایسهای کیفی تبیین شده است. در گام بعد نیز پرسشنامه طراحیشده، برای 22 شرکت رشدیافته قبلی و 8 شرکت رشدنیافته ارسال و دادههای به دست آمده با نرمافزار FSQCA مورد تحلیل قرار گرفت. بر اساس یافتههای این مقاله، شرکتهای دانشبنیان بر اساس دو مسیر ترکیبی از عوامل مؤثر بر رشد شرکتها، قادر به دستیابی به پیامد رشد خواهند بود که البته مسیر مبتنی بر نقش دولت، از احتمال رخداد بیشتری برخوردار است.

الگوی همکاری شرکتهای دانشبنیان با مجموعههای صنعتی و اقتصادی، با تمرکز بر سیاستهای تضمین خرید
مدلهای همکاری شرکتهای کوچک دانشبنیان با مجموعههای صنعتی و اقتصادی جهت رفع نیازهای آنها و اتصال شرکتهای دانشبنیان به بازار، اهمیت ویژهای دارد. هدف مقاله حاضر ارائه الگوی توسعه همکاریهای مشترک میان شرکتهای کوچک دانشبنیان و مجموعههای صنعتی و اقتصادی، مبتنی بر روش تضمین خرید در بستر نهادی ایران است. در این پژوهش بر اساس روش مطالعه موردی و با استفاده از سهگانه اطلاعاتی مصاحبه، مرور مطالعات پیشین و بررسی شواهد و همچنین آمار و رویدادها، الگوی توسعه همکاریهای مشترک میان شرکتهای کوچک دانشبنیان و مجموعههای صنعتی و اقتصادی از طریق روش تضمین خرید ارائه شده است. برای طراحی الگو، ابتدا نُه چالش کلیدی در توسعه همکاریهای مشترک شناسایی شدند که الگوی طراحیشده سعی نموده است به تمامی آن چالشها پاسخ دهد. بر این اساس هفت کارکرد برای نهادهای میانجی مشتمل بر تأمین مالی، ضمانت، توانمندسازی، واسطهگری، تسهیلگری، سیاستگذاری و نهایتاً ارزیابی توانمندیهای فنی، تخصصی و ارتباطی، شناسایی و تحلیل شدهاند.

تدوین فهرست محصولات دانشبنیان با استفاده از روش نظریه بنیادی و مقایسه آن با مفهوم قابلیتهای پویا
به اعتقاد اندیشمندان، تولید کالا و خدمات دانشبنیان یکی از ملزومات تحقق اقتصاد دانشمحور است. امروزه حمایت از اینگونه فعالیتهای اقتصادی به یکی از دغدغههای جدی دولتها تبدیل شده است. حرکت اساسی این جریان در ایران از سال 89 و با تصویب قانون حمایت از شرکتها و مؤسسات دانشبنیان آغاز شد. اما گام اول در این مسیر، شناسایی محصولات دانشبنیان است و تاکنون مدلهایی نیز به این منظور ارائه شده اما بکارگیری آنها با موانعی همراه بوده است. این مدلها عمدتاً صنایع را تقسیمبندی کردهاند در حالی که واحد تحلیل در قانون مذکور، محصولات و خدمات است. در این پژوهش تلاش شده به روش نظریه بنیادی کلاسیک، شاخصهایی برای شناسایی محصولات و خدمات دانشبنیان ارائه شود. 26 نفر از خبرگان در یک نمونهگیری قضاوتی هدفمند مورد مصاحبه قرار گرفتهاند و سپس، کدها و مفاهیم به دست آمده تحلیل و در قالب معیارهای ششگانه شناسایی محصولات و خدمات دانشبنیان نظم یافتهاند. در گام بعد هم این نتایج با مفهوم قابلیتهای پویا مقایسه شده و نظریه نهایی ارائه گردیده است. یافتهها نشان میدهد که شناسایی محصولات و خدمات دانشبنیان، از طریق بررسی قابلیتهای پویای همه تولیدکنندگان آنها امکانپذیر است. لازم به ذکر است که بر اساس شروط ششگانه به دست آمده در این مطالعه، در فرآیند بازنگری آئیننامه ارزیابی شرکتهای دانشبنیان (سال 95) معیار "شرط ورود شرکتهای جدید" با عنوان "شرط قابلیت کپیبرداری" به متن آئیننامه تشخیص صلاحیت شرکتها و مؤسسات دانشبنیان اضافه شد.
