توسعه سناریوی مطلوب آثار اجتماعی توسعه فناوری نانو در ایران: یک رویکرد مورفولوژیک
یکی از اصلی ترین انگیزه های تحقیقات در حوزه مهندسی و علم در مقیاس نانو، پیشبرد اهداف وسیع اجتماعی است؛ در رویکرد متعادل آثار اجتماعی توسعه فناوری، نه تنها مزایای اجتماعی بلکه پیامدهای پیش بینی نشده نیز مدنظر می باشد. مورفولوژی به عنوان نوعی از ارزیابی پیشینی سیاست گذاری، این اطمینان را ایجاد می کند که با مدنظر قراردادن اهداف بدیل و عدم قطعیت های آثار اجتماعی توسعه فناوری، رویکرد متعادل توسعه و شرایط متنوع آینده را نیز مدنظر قرار داده است. در این مقاله، از روش مورفولوژی به عنوان یکی از روش های برنامه ریزی سناریویی جهت استخراج های سناریوهای باورپذیر آینده بهره گرفته شده است. این مطالعه بر ارتباط و ارزش توسعه فناوری نانو در حوزه های مختلف تمرکز داشته و نتایج آن نشان می دهد که هرگاه روش مورفولوژی در یک فرآیند مشارکتی و نظام مند استفاده شود به سیاست گذاران کمک می کند تا اجماع و تعهد به خروجی ها تحقق یابد. افزون بر این، فناوری نانو می بایست در افق زمانی مدنظر در سه حوزه انرژی، فناوری اطلاعات و ارتباطات و همچنین پزشکی و داروسازی توسعه یابد تا سناریوی مطلوب مقدور آثار اجتماعی تحقق یابد.

نقش سیاست گذاری نوآوری در جذب شرکت ها به صنایع خلاق: بررسی حوزه خاورمیانه و مقایسه آن با سایر کشورهای منتخب
رشد سریع صنایع خلاق طی سالیان اخیر موجب شده تا بسیاری از کشورهای توسعه یافته جایگاه ویژه ای را برای این صنایع در اقتصاد خود در نظر گیرند. هدف مقاله حاضر، بررسی نقش سیاست گذاری نوآوری در ورود شرکت ها به صنایع خلاق با بهره گیری از عوامل سیاستی سه گانه موثر در ورود شرکت ها به این صنایع (عوامل ارتباطی، مالی و اداری) می باشد. برای این منظور از رگرسیون پانل بهره گرفته شده و به ترتیب از اثرات خارجی شبکه، سودآوری بانک ها و تعداد رویه های راه اندازی به عنوان معیار سنجش عوامل ارتباطی، مالی و اداری در کشورهای حوزه خاورمیانه و کشورهای منتخب حوزه آسیا، اروپا، آمریکا و اقیانوسیه استفاده شده است. نتایج به دست آمده ارتباط مثبت و معنادار اثرات خارجی شبکه و نیز سودآوری بانک ها و همچنین رابطه منفی و معنادار تعداد رویه های راه اندازی را با ورود شرکت ها به صنایع خلاق نشان می دهد. نتایج پژوهش حاضر راهگشای سیاست گذاران در هدایت شرکت ها به سمت صنایع خلاق می باشد.

تبیین نحوه پشتیبانی مراکز اسناد و مدارک علمی از سیاست گذاری علم و فناوری
مراکز اسناد و مدارک علمی، کانون اطلاعات علمی و فناورانه بوده و از این جهت به عنوان یکی از نهادهای مهم میانجی در نظام علم و فناوری هرکشوری قلمداد می شوند. برای بررسی نحوه پشتیبانی این مراکز از نهادهای سیاست گذار علم و فناوری و حصول اطمینان از وجود روابط لازم بین این نهادها، به چارچوب خاصی نیاز داریم تا به خلاءهای موجود پی برده و راه حل هایی را برای پیشبرد مدیریت، تحلیل و تولید اطلاعات استراتژیک، اتخاذ نمائیم. در راستای تحقق این هدف، مقاله حاضر با بهره گیری از روش ترکیبی، مدلی را برای بررسی وضعیت پشتیبانی این مراکز از سیاست گذاری علم و فناوری توسعه داده و سپس این مدل در خصوص پژوهشگاه علوم و فناوری اطلاعات ایران (ایرانداک) پیاده شده است. با بهره گیری از این مدل، وضعیت پشتیبانی ایرانداک از سیاست گذاری علم و فناوری از دیدگاه سیاست گذاران و همچنین از دیدگاه مدیران و کارشناسان این پژوهشگاه مورد ارزیابی قرار گرفته است. نتایج این بررسی، نشان می دهد ایرانداک به لحاظ پشتیبانی از سیاست گذاران وضعیت چندان مناسبی ندارد. اقداماتی که ایرانداک و سایر مراکز اسناد و مدارک علمی در پشتیبانی از سیاست گذاری می توانند انجام دهند عبارتند از: تولید دانش و اطلاعات تحلیلی مورد نیاز سیاست گذاران؛ تقویت و بهبود فرآیندهای نشر و اشاعه دانش و نیز اطلاعات مورد نیاز سیاست گذاران؛ مشارکت و همکاری رضایت بخش در سیاست گذاری؛ کمک به تکمیل و تقویت زیرساخت ها، قوانین و مقررات علم و فناوری کشور؛ و نهایتا راه اندازی و ساماندهی نظام های آماری و اطلاعات علمی، پژوهشی و فناوری.

اقتصاد دانش بنیان، اقتصاد نوینى است که در آن تولید، توزیع و استفاده از دانش، منبع اصلی رشد و ایجاد ثروت است. موتور محرک چنین اقتصادهایی شرکت هاى دانش بنیان هستند که به منظور هم افزایی علم و ثروت، توسعه اقتصاد دانش محور، تحقق اهداف علمی و اقتصادی و همچنین تجاری سازی نتایج تحقیق و توسعه در حوزه فناوری های برتر نقش دارند. به دلیل ریسک های ذاتی و ویژگی های خاص، یکی از چالش های موفقیت این شرکت ها، تداوم رشد و پایداری آنها است. با وجود اثربخشی قابل ملاحظه این شرکت ها، آمارها نشان می دهد که بیشتر آنها در طول زمان یا از بین رفته یا کوچک باقی می مانند و تنها تعداد اندکی از آنها به شرکت هایی بزرگ تر تبدیل می شوند. همچنین ورود موفق به بازار و رقابت، با عدم اطمینان بالایی همراه بوده و محدودیت های مختلفی در این زمینه وجود دارد. از این رو تعداد زیادی از این شرکت ها و به خصوص شرکت های جدیدتر پس از ورود به بازار، در اندک زمانی آن را ترک می کنند. در این راستا هدف این تحقیق، ارائه الگویی جهت تبیین پایداری و شناسایی عوامل موثر بر پایداری شرکت های دانش بنیان در ایران است. پس از مرور پیشینه تحقیق و طبقه بندی برخی از عوامل موثر بر پایداری شرکت های دانش بنیان، با تکیه بر مصاحبه عمیق با 12 نفر از مدیران و صاحب نظران حوزه شرکت های دانش بنیان، پرسشنامه و مدل مفهومی تحقیق طراحی گردید. در نهایت هم با مشارکت 330 نفر از مدیران شرکت های مستقر در پارک های علم و فناوری سراسر کشور، پرسشنامه توزیع و داده های طرح گردآوری شد. نتایج حاصله نشان داد که اولا؛ ماهیت پایداری شرکت های دانش بنیان از چهار مولفه نتایج مالی، نتایج بازار، نتایج نوآوری و نتایج کارآفرینی تشکیل شده است. ثانیا؛ عوامل موثر بر پایداری شرکت های دانش بنیان، دارای دو مولفه اصلی عوامل درون سازمانی (متشکل از دو دسته عوامل فردی موسسین و عوامل شرکتی) و عوامل برون سازمانی (متشکل از دو دسته عوامل ویژگی های کسب وکار و مولفه های نظام نوآوری) می باشد.

ارائه مدلی جهت ارزش گذاری نوآوری های حوزه زیست فناوری بر پایه رتبه بندی اختراعات ثبت شده
زیست فناوری یکی از جدیدترین فناوری هایی است که باعث افزایش تولیدات کشاورزی، تسریع در بهبود بیماری ها، رفع آلودگی های محیط زیست و... شده و برای گسترش و اشاعه آن نیاز به اقداماتی می باشد که یکی از مهم ترین آنها تجاری سازی فناوری است. امروزه برای پژوهشگران و متخصصان زیست فناوری کشور چاپ مقاله و دستیابی به دانش فنی ترکیبات جدید در این حوزه کار سختی نیست اما ورود به بازار و تجاری سازی محصولات زیست فناوری موضوعی است که در کشور واجد ضعف جدی است. یکی از مراحل اصلی در تجاری سازی، قیمت گذاری فناوری است. این تحقیق به دنبال ایجاد چارچوبی جدید به منظور تسهیل در تجاری سازی فناوری های حوزه زیست فناوری از طریق ارائه مدلی برای ارزش گذاری و رتبه بندی اختراعات ثبت شده این حوزه است. بر همین اساس با استفاده از تحلیل محتوای استنباطی، معیارهای موثر بر ارزش فناوری از مقالات و کتب این حوزه استخراج و در اختیار خبرگان قرار گرفت تا آنها به هر یک از این معیارها وزنی اختصاص دهند. وزن دهی به شاخص ها با استفاده از روش حداقل مربعات لگاریتمی فازی(FLLSM) انجام شد و در مرحله بعد با استفاده از بانک اطلاعاتی موجود در ستاد توسعه زیست فناوری معاونت علمی و فناوری و دیگر مراکز متولی زیست فناوری در کشور، اطلاعات مربوط به 54 اختراع ثبت شده در کشور در حوزه های پنج گانه زیست فناوری (شامل زیست فناوری دریایی، محیط زیست، شیمی، پزشکی و کشاورزی) استخراج گردید. در نهایت هم اختراعات ثبت شده این حوزه های کاربردی با استفاده از روش FGTMA رتبه بندی شدند. نتایج به دست آمده از این پژوهش موید آن است که مهم ترین پارامترهای تاثیرگذار بر ارزش فناوری، معیار بازار است. به علاوه حوزه های جذاب در بخش زیست فناوری نیز به ترتیب عبارتند از: محیط زیست، کشاورزی، پزشکی، شیمی و دریا.

فهم شکل گیری خط مشی های رفع تکلیفی در کشور: پردازش مفهومی، پیش آیندها و پس آیندها
حکومت ها به اتکاء خط مشی های عمومی، جامعه را مدیریت می کنند. از این رو موفقیت یا شکست آنها در گرو به کارگیری عالمانه و سنجیده چنین خط مشی هایی است. بنا به عوامل و شرایطی، بعضا در نظام های سیاسی نوعی از خط مشی های عمومی ظهور و بروز می کند که فاقد رژیم خط مشی (سیاستی) هستند؛ از نوعی نظریه برنامه برخوردار نیستند؛ دچار نوعی تناقضات درونی اند؛ طرح خط مشی (سیاستی) تنسیق شده ای ندارند؛ در پی کاهش یا انتقال هزینه ها هستند؛ دارای سیستم پایشی و ارزشیابی منسجمی نیستند؛ صبغه سیاست زدگی بالایی دارند و... . نویسنده این گونه خط مشی ها را "خط مشی های رفع تکلیفی نامگذاری" کرده و مدعی است در همه کشورها درجاتی از این نوع خط مشی ها وجود دارد. عوامل متعددی منجر به شکل گیری این نوع خط مشی ها می شود که پیامدهای رفتاری، نگرشی و گفتاری متعددی در سطح ملی یا بین المللی در پی خواهد داشت. هدف این مقاله پردازش مفهومی، فهم شکل گیری و واکاوی پیش آیند و پس آیند چنین پدیده ای است.
