R. of Iran for sharing S&T infrastructures at the national level. Failure of this network has led to serious doubts among S&T policymakers and national-level decision-makers about the possibility of establishing a stable S&T network in the country. However, a number of new networks emerged through the last decade in the S&T fields. Many lessons could be drawn from the deep investigation of SHAMTAK network’s failure story in order to prepare a guideline for emerging S&T networks in the country. Nevertheless, S&T policy and management researchers have not done a remarkable study about this network yet. In this qualitative research, we deeply investigated SHAMTAK network’s story to uncover reasons for its failure. In this way, conducting a qualitative inquiry and using case study method, we collected related data adequately from in-depth interviews with key informants, observation, archived documents, and reviews published on this network. In order to study this experience effectively, we classified SHAMTAK networks into three main generations. The study reveals a number of facts as the reasons for SHAMTAK network’s failure including; dissolution of initial funding organization and transferring SHAMTAK to another institute, large scale initiation of SHAMTAK network without a well-defined model, weakness in collaboration and linkage mechanisms of the network and it’s acting as a budget distribution system, and different opinions of policy-makers in funding/supporting organizations about the goals and roles of the network in SHAMTAK’s lifelong.}, keywords = {Science & Technology (S&T) Networks,Shamtak,Failure Risk,Success Factors}, title_fa = {شامتک و درس های شکست آن برای شبکه های نوظهور علم و فناوری}, abstract_fa = {شبکه آزمایشگاه های ملی تحقیقاتی کشور (شامتک) اولین تجربه جدی و به صورت رسمی و در سطح ملی برای شبکه سازی زیرساخت های علم و فناوری بوده است. شکست این تجربه اما تردیدهایی جدی را در بین سیاست گذاران و مدیران کلان حوزه علم و فناوری نسبت به امکان پذیری ایجاد شبکه های همکاری در ایران ایجاد کرد. با این وجود در دهه اخیر همواره شاهد ایجاد شبکه های جدیدی در این عرصه بوده ایم. بررسی دقیق تجربه شامتک می تواند درس های مهمی برای شبکه های نوظهور در عرصه علم و فناوری کشور داشته باشد لیکن محققین عرصه مطالعات مدیریت و سیاست گذاری کمتر به آن توجه کرده اند. در این پژوهش به بررسی نسبتاً عمیق سوابق و دلایل شکست شبکه شامتک پرداخته شده است. در این راستا در قالب یک مطالعه کاملاً کیفی از ابزارهای مختلف تحقیق همچون مصاحبه با مطلعین کلیدی این شبکه، بررسی گزارش ها و نقدهای منتشرشده درباره آن و واکاوی مستندات و سوابق موجود در خصوص شبکه شامتک بهره گرفته شده که برای بررسی بهتر تجربه شامتک، این شبکه ها به سه دوره یا نسل تقسیم شده اند. نتیجه مطالعه هم بیانگر آن است که مواردی از قبیل انحلال سازمان مؤسس اولیه و انتقال شامتک به یک سازمان دیگر، شروع گسترده فعالیت شبکه بدون الگوی پیشین، ضعف کارکرد شبکه ای و تبدیل شدن آن به سیستم توزیع پول و تغییر دیدگاه مدیران سازمان حمایت گر نسبت به ماهیت و وظایف شبکه در طول زمان، برخی از دلایل مهم شکست این تجربه بوده اند.}, keywords_fa = {شبکه های همکاری علم و فناوری,شامتک,ریسک شکست,عوامل موفقیت}, url = {https://jstp.nrisp.ac.ir/article_12970.html}, eprint = {https://jstp.nrisp.ac.ir/article_12970_14655c8f6ab4faeaaf5d36948c20ab91.pdf} }
