تحلیل روشمند محتوای مقالات فصلنامه سیاست علم و فناوری: 1387 تا 1396

چکیده

هدف مقاله حاضر بررسی و تحلیل محتوای مقالات "فصلنامه سیاست علم و فناوری" طی سال‌های 1387-1396 است. به این منظور کلیه مقالات منتشرشده این مجله در طی 10 سال (231 مقاله) مورد ارزیابی‌های کمی و کیفی قرار گرفته و محتوای آن‌ها از منظر جایگاه و دستاوردشان در جریان سیاست علم و فناوری کشور بررسی شد. روش این پژوهش، ترکیبی و از نوع قیاسی است. جهت جمع‌آوری داده­ها از چک‌لیست و برای تجزیه و تحلیل داده­ها از نرم­افزار اکسل و آمار توصیفی استفاده شد. مسئله اصلی پژوهش این‌گونه مطرح شد که نقش مقالات "فصلنامه سیاست علم و فناوری" طی سال‌های 1387-1396 در کمک به دانش سیاست‌پژوهی علم و فناوری چه بوده است؟ یافته­های پژوهش در 15 محور جمع‌بندی شده‌اند. از نظر نویسندگان، مهم‌ترین محور، بررسی این موضوع است که محتوای مقالات منتشرشده مجله در 10 سال اخیر، چه محتوایی را از منظر چرخه سیاست‌گذاری تولید کرده‌است. نتیجه این بررسی نشان می‌دهد که بیش از نیمی از مقالات (55٪)، به نحوی سعی کرده‌اند تا جزئی از یک نظریه جدید را تولید نمایند، اما نبود شرایط مهمی همچون مقالات انتقادی و مباحثات رفت‌و‌برگشتی، بهره‌گیری از نتایج پژوهش‌های پیشین و تکمیل آن‌ها مانع از شکل‌گیری نظریه‌های جامعی در عرصه سیاست علم و فناوری شده است.

چکیده [English]

The purpose of this study is to analyze the content of the articles of "Journal of Science and Technology Policy" during the years 2008-2017. For this purpose, all articles published in this magazine have been evaluated quantitatively and qualitatively over the course of 10 years (231 articles) and their content has been reviewed in terms of their status and achievements in the course of the country's science and technology policy. The method of this research is synchronous and synchronous. To collect data from the checklist and to analyze the data, Excel software and descriptive statistics were used. The main issue of the research was that the role of the articles of the "Quarterly Journal of Science and Technology Policy" during the years 2008-2017 in helping the knowledge of science and technology policy policy? The research findings are summarized in 15 axes. From the author's point of view, the main focus is to examine the content of the published articles of the magazine in the last 10 years, from the perspective of the policy cycle. The result of this study shows that more than half of the articles (55%) have somehow tried to provide a part of a new theory, but lack of critical conditions such as critical articles and reciprocal discussions, use of the results of previous research and completion They have prevented the formation of comprehensive theories in the field of science and technology.
