ارزيابی برنامه ملی فناوری نانو ايران با کارت امتيازی متوازن و تبيين جايگاه سرمايه اجتماعی به عنوان حلقه مفقوده نظام ملی نوآوری

تحقيق حاضر به منظور به‌كارگيري روش‌هاي نقشه استراتژي و كارت امتيازي متوازن در مورد استراتژي فنّاوري در سطح ملي طراحي و اجرا شد كه هدف از آن ارزيابي کارایی و اثربخشی برنامه ملي فنّاوري نانو ايران برای اطمینان از تکمیل زنجیره نوآوری نانو در چارچوب نظام ملي نوآوري بود. در اين حالت وجوه کارت امتیازی متوازن در چارچوب نظام ملی نوآوری و بر اساس اهداف و کارکردهای آن تنظیم و سنجه‌های مورد نیاز تعریف شد. نتيجه جالب حاصل از ادغام مفاهیم نظام ملي نوآوري و كارت امتيازي متوازن استنباط آن بود كه در پايين‌ترين سطح نقشه استراتژي بايد سرمايه اجتماعي به عنوان زيرساخت نظام ملي نوآوري قرار گيرد و نظام ملي نوآوري نيز به نوبه خود زيرساخت توسعه اقتصادي است كه در بالاترين سطح نقشه استراتژي قرار خواهد گرفت.

Assessing NINI (National Iranian Nanotechnology Initiative) by BSC; & Explaining The Role of “Social Capital” As a Missing Link In NIS Theory AWT-SEP ارزيابی برنامه ملی فناوری نانو ايران با کارت امتيازی متوازن و تبيين جايگاه سرمايه اجتماعی به عنوان حلقه مفقوده نظام ملی نوآوری AWT-SEP This research has designed and conducted to adapting Strategy Map and Balanced Scorecard techniques in the case of national technology strategy for evaluating the progress of National Iranian Nanotechnology Initiative (NINI). While conducting research, it realized that the layers of Strategy Map are in high accordance with National Innovation System (NIS) levels. Therefore, these two mentioned approaches combined by survey of experts. Integrating two approaches concluded us placing "Social Capital" at the bottom layer of the Strategy Map as the NIS infrastructure and economic development at its top layer as the NIS obtained.
