الگوی بین‌المللی شدن آموزش عالی از منظر سیاست فرهنگی

بین‌المللی شدن آموزش عالی یکی از موضوعاتی است که توجه دانشگاه‌ها و مراکز آموزش عالی در ایران را به خود جلب کرده است. آنها در تلاش هستند با اتخاذ تدابیر و سیاست‌هایی، از مزایا و امتیازات این روند برای توسعه ظرفیت‌های علمی خود استفاده نمایند. هم‌اکنون از منظرهای مختلفی این موضوع مورد توجه سیاست‌گذاران عرصه نظام آموزشی کشور قرار دارد. هدف این مقاله ارائه الگویی است که بین‌المللی شدن را به عنوان یک سیاست فرهنگی مورد توجه قرار می‌دهد. برای حصول این هدف، از روش تحقیق کیفی از نوع توصیفی-اکتشافی استفاده شده است. جامعه پژوهش شامل مدیران بین‌الملل دانشگاه‌ها و صاحب‌نظران حوزه بین‌المللی شدن آموزش عالی کشور بوده است که با استفاده از روش نمونه‌گیری راهبردی و هدفمند، سیزده نفر به عنوان مشارکت‌کنندگان در پژوهش انتخاب شدند. ابزار پژوهش، مصاحبه نیمه‌ساختاریافته و روش تحلیل داده‌ها هم تحلیل محتوای استقرایی از نوع تحلیل مضامین بوده است. برای اطمینان از روایی داده‌های پژوهش، از دو روش بازبینی توسط مشارکت‌کنندگان و بازبینی توسط اساتید و متخصصان آموزش عالی استفاده شد. نهایتاً از 130 کد باز استخراج‌شده از مصاحبه‌ها، مطالعه الگویی چهاربُعدی را بازنمایی می‌کند که ابعاد آن عبارتند از: مقوله حکمرانی، محیط بین‌الملل، محیط داخلی (فرهنگ ملّی) و همچنین دانشگاه‌ها و مراکز آموزش عالی که برای هر مورد می‌بایست سیاست‌های مناسبی اتخاذ شود.
