مدل بومی بلوغ دولت سيار

نفوذ روز افزون فناوری‌های سيار، باعث ظهور و پياده سازی دولت سيار، در برخی کشورها شده است. سنجش مراحل پيشرفت در پياده سازی دولت سيار با استفاده از مدل بلوغ امکان‌پذير است. در اين مقاله، عناصر اصلی و مفاهيم کليدی مدلهای بلوغ دولت الکترونيکی و دولت سيار استخراج و با استفاده از روش فراترکيب تحليل می‌شود. برای اختصاصی شدن مدل برای دولت سيار، الزامات مورد نياز برای پياده سازی آن بر پايه تجربيات ساير کشورها تعيين شده و محدوديت‌های موجود فناوريهای سيار نيز در مدل بلوغ لحاظ می‌شود. برای بومی سازی مدل، الزامات موجود در سازمان‌های ايرانی، با مطالعه اسناد بالا دستی استخراج می‌شود. در نهايت مدلی برای بلوغ دولت سيار معرفی شده و مولفه های آن با در نظر گرفتن الزامات فوق تشريح می‌شوند. اعتبار اين مدل با استفاده از پرسشنامه و تحليل آن با نظر سنجی از خبرگان و استفاده از آزمونهای مناسب آماری تاييد می‌شود. نتايج مدلی با 11 مولفه و 8 گام را نتيجه داده است.
