شکاف در تحليل‌های سياست فنّاوری و نوآوری:

  مقاله حاضر با رويکردی نقادانه به دو جريان مهم در حوزه قانون­گذاری فنّاوری و کفايت آن­ها در فراهم آوردن مدل­های کارامد برای سياست­گذاری می‌نگرد. از يک سو، متون و آثار نوآوری و توجه ويژه آن­ها به اهميت فنّاوري­های جديد و قانون­گذاری درباره آن­ها و از سوی ديگر، مدل­های توسعه‌يافته در مورد قانون­گذاری فنّاوري­های جديد با توجه به ريسک آن­ها به‌دقت تحليل خواهد شد. بررسی نقادانه هر دوی اين جريان­های تحليلی نشانگر اين نکته است که هر دوی آن­ها به‌دليل وجود مجموعه‌ای پيش‌فرض­ها قادر به فراهم آوردن مدل کارامد تحليلی و عملی نيستند. در حالي­که سياست­گذاران در عمل به مدل­هايی نياز دارند که بتوانند به آن­ها در ارزيابی ريسک و منفعت فنّاوري­ها کمک کنند، مدل­های نوآوری جنبه ريسک را ارجی ننهاده­اند و از سوی ديگر مدل­های ريسک توجه چندانی به نوآوری نکرده‌اند و از اين‌رو، از منفعت آنان بسيار غافل مانده­اند. در ادامه، به چالش­های معرفت­شناختی توسعه چنين مدل­هايی مي­پردازيم و از اين رهگذر مدلی برای اين منظور پيشنهاد می‌شود.
