تحلیل روشمند محتوای مقالات فصلنامه سیاست علم و فناوری: 1387 تا 1396
هدف مقاله حاضر بررسی و تحلیل محتوای مقالات "فصلنامه سیاست علم و فناوری" طی سالهای 1387-1396 است. به این منظور کلیه مقالات منتشرشده این مجله در طی 10 سال (231 مقاله) مورد ارزیابیهای کمی و کیفی قرار گرفته و محتوای آنها از منظر جایگاه و دستاوردشان در جریان سیاست علم و فناوری کشور بررسی شد. روش این پژوهش، ترکیبی و از نوع قیاسی است. جهت جمعآوری دادهها از چکلیست و برای تجزیه و تحلیل دادهها از نرمافزار اکسل و آمار توصیفی استفاده شد. مسئله اصلی پژوهش اینگونه مطرح شد که نقش مقالات "فصلنامه سیاست علم و فناوری" طی سالهای 1387-1396 در کمک به دانش سیاستپژوهی علم و فناوری چه بوده است؟ یافتههای پژوهش در 15 محور جمعبندی شدهاند. از نظر نویسندگان، مهمترین محور، بررسی این موضوع است که محتوای مقالات منتشرشده مجله در 10 سال اخیر، چه محتوایی را از منظر چرخه سیاستگذاری تولید کردهاست. نتیجه این بررسی نشان میدهد که بیش از نیمی از مقالات (55٪)، به نحوی سعی کردهاند تا جزئی از یک نظریه جدید را تولید نمایند، اما نبود شرایط مهمی همچون مقالات انتقادی و مباحثات رفتوبرگشتی، بهرهگیری از نتایج پژوهشهای پیشین و تکمیل آنها مانع از شکلگیری نظریههای جامعی در عرصه سیاست علم و فناوری شده است.

چالشهای همکاری فناورانه نامتقارن شرکتهای بزرگ با شرکتهای کوچک فناوریمحور نانو
تغییرات فضای کسبوکار در طی سالهای اخیر باعث شده که بسیاری از شرکتهای بزرگ به دنبال همکاری فناورانه با شرکتهای کوچک فناوریمحور باشند. با وجود مزایای زیاد این نوع همکاریها -که در ادبیات به همکاریهای نامتقارن شناخته شدهاند- طرفین همواره با چالشهای متعددی روبهرو میشوند. با این حال در مطالعات قبلی کمتر به چالشهای همکاری نامتقارن بهویژه در بافت کشورهای در حال توسعه پرداخته شدهاست. مقاله حاضر با رویکردی ترکیبی به دنبال شناسایی چالشهای همکاری فناورانه نامتقارن در بخش نانوی ایران است. در ابتدا با بررسی ادبیات و انجام مصاحبه با افراد متخصص، فهرست چالشهای اصلی همکاری شناسایی و براساس چهار گروه بازیگر اصلی فرآیند همکاری فناورانه (شرکتهای بزرگ صنعتی، شرکتهای کوچک دارنده فناوری، واسطههای تبادل فناوری و نهادهای تسهیلگر) دستهبندی شدند. سپس پرسشنامهای براساس چالشهای مورد نظر طراحی و در بین چهار دسته بازیگران فعال در زمینه همکاری فناورانه نامتقارن در بخش نانو ایران توزیع گردید که در نهایت 52 پرسشنامه تکمیل گردید. نتایج حاکی از آن است که چهار دسته بازیگر درگیر در فرآیند همکاری، در مورد 11 چالش اختلافنظر دارند. همچنین مشخص شد که برخلاف ادبیات جهانی در بخش نانوی ایران، «سوءاستفاده شرکت کوچک از برند شرکت بزرگ» به عنوان چالش همکاری مطرح نیست. علاوه بر این، چالشهایی از قبیل ضعف فرهنگ همکاری و فقدان زیرساختهای بههمرسانی نیز شناسایی شدند که در ادبیات مربوط به کشورهای توسعهیافته به آنها اشاره نشده بود.

بررسی رابطه بین الگوی حاکمیت همکاریهای نوآوری با کارایی همکاری
تحولات سریع فناوری و رقابت شدید اقتصادی باعث میشود شرکتها به تنهایی منابع لازم برای پاسخگویی به این شرایط را نداشته و رشد و توسعه را در همکاری با سایر شرکتها و تجمیع منابع دنبال نمایند. اما آمارهای بینالمللی نشان از شکست 80 درصدی همکاریهای نوآوری و کارایی اندک آنها دارد. یکی از عوامل مهم در کاهش کارایی، شیوه حاکمیت همکاریهای نوآوری است. در این پژوهش با بررسی چهار مورد مطالعه شامل طرح فیلتر نانوالیاف، داروی ضد سرطان، نمایشگاه تجهیزات ساخت داخل و طرح ملی ساخت داخل توربین گازی، به بررسی رابطه میان الگوی حاکمیت همکاریهای نوآوری و کارایی همکاریها پرداخته شدهاست. براساس نتایج حاصلشده، بسته به موضوع و شرایط همکاری، حاکمیت همکاری در چارچوب سه نظریه «نگرش منبعمحور»، «هزینه تبادل» و «حاکمیت شبکهای» قابل تعریف و تفسیر است و چنانچه نظریه مفسر صحیحی انتخاب گردد، میان الگوی حاکمیت همکاری و کارایی همکاری رابطه مستقیمی قابل مشاهده است. لذا در موردهای مطالعه، در مواردی که سازوکارهای حاکمیت بهطور مؤثر بهکار گرفته شده، شاهد کارایی همکاری هستیم.

در سالهای اخیر انقلابی در سیاستگذاری فناوری در کشورهای صنعتی رخ داده که به "چرخش کنشمحور" معروف شده است. به لحاظ سیاستگذاری، مکتب کنشمحوری در مقابل مکتب احتیاطمحوری قرار میگیرد و تمرکز هر دوی این مکاتب بر مفهوم خطر و ریسک و بحران ناشی از کاربرد فناوری است. در حالی که اجتناب از خطر و کنترل و جبران عواقب بحران از مفاهیم مرکزی احتیاطمحوری هستند، کنشمحوری به اهمیت پذیرفتن میزانی از ریسک برای پیشرفت فناورانه در شرایط عدم قطعیت در مورد تبعات استفاده از آن فناوری تأکید دارد. مقاله حاضر به چیستی این دو رویکرد و ریشههای حقوقی و تاریخی شکلگیریشان میپردازد. این مقاله با استفاده از روش کتابخانهای و اسنادی و مطالعه موردی ابتدا سعی در شناساندن انقلاب سیاستگذارانه مذکور به نهادهای تصمیمگیر و اتاقهای فکر و محافل دانشگاهی ایران دارد. سپس با بازخوانی نقادانهی مناقشه کنشمحوری و احتیاطمحوری، ملاحظاتی در مورد لزوم تدوین سندی هادی و چارچوبی هنجاری برای سیاستگذاران در زمانهای عدم قطعیت در مورد تبعات فناوری برای جامعه ارائه میشود.

شناسایی روشهای یادگیری در مدیران شرکتهای دانشبنیان: رویکردی کیفی
اهمیت یادگیری مدیران در سازمانهای مختلف برکسی پوشیده نیست؛ اما در شرکتهای دانشبنیان، یادگیری مدیران بهدلیل کمتجربهبودن آنها و همچنین ماهیت پیچیده این شرکتها نسبت به سازمانهای دیگر، اهمیت مضاعفی دارد. همچنین یادگیری مدیران شرکتهای کوچک دانشبنیان، نقش به سزایی در نوآوری این شرکتها و غلبه آنها بر چالشهای محیط متغیر و پیچیده پیرامونشان دارد. با این حال روشهای یادگیری این مدیران به خوبی مورد بررسی قرار نگرفتهاست. بنابراین هدف این مقاله، شناسایی روشهای یادگیری مدیران شرکتهای دانشبنیان است. در این راستا با درنظرگرفتن الگوی تفسیری و به کارگیری رویکرد کیفی، دادههای پژوهش جمعآوری شد. در مجموع ۱۹ مصاحبه نیمهساختاریافته با مدیران شرکتهای دانشبنیان و صاحبنظران و ذینفعان این حوزه انجام شد که با روش سه مرحلهای تحلیل مضمون و با استفاده از نرمافزار مکسکیودا مورد تجزیه و تحلیل قرار گرفت. بر اساس یافتههای این پژوهش، 30 مضمون یا روش فرعی برای یادگیری مدیران شرکتهای دانشبنیان شناسایی شد که به پنج مقوله یا روش کلی شامل «یادگیری از تجارب»، «یادگیری خودراهبر»، «یادگیری از ذینفعان»، «روش های یادگیری آشکار» و «بهرهمندی از ظرفیت منتورینگ در یادگیری» دستهبندی شد. میتوان گفت، پنج روش شناساییشده فوق در یادگیری مدیران شرکتهای دانشبنیان، میتواند هم بهصورت فردی توسط خود مدیران و هم توسط ذینفعان حوزه دانشبنیان مورداستفاده قرار گیرد و موجب ارتقای مدیران شرکتهای دانشبنیان و در نتیجه موفقیت شرکتهای دانش بنیان شود.

نقش قانون برگزاری مناقصات در سیاست تدارکات دولتی حامی نوآوری
بهکارگیری خریدهای دولت و بخش عمومی بهعنوان ابزاری برای تحریک فنناوری و نوآوری از مقطع پس از جنگ جهانی دوم به اینسو، بهمرور بیشتر موردتوجه سیاستگذاران قرارگرفته است. در کنار تحریک فناوری یا تحقیق و توسعه، یکی از رویکردهای مهم در سیاستهای تدارکات دولتی حامی نوآوری، بهکارگیری سیاستهایی برای تحریک عمومی فناوری و نوآوری در کلیه خریدهای دولت و بخش عمومی است. مورد اخیر، محور مقاله حاضر برای مطالعه موردی در ایران قرارگرفته است. بر این مبنا، بررسی زوایا و فرصتهای قانون برگزاری مناقصات مصوب 1383 باهدف ارتقای تدارکات دولتی حامی نوآوری در ایران انجام شده است. به دلیل ارتباط قوانین با یکدیگر، در گام اول، نظام قوانین و مقررات مرتبط با برگزاری مناقصات در کشور شناسایی شده و سپس چالشهای شرکتهای دانشبنیان و فناور ایرانی برای افزایش سهم در بازار دولت بهعنوان معیاری برای تحلیل ظرفیت مناقصات دولتی در ایران برای توسعه فناوری و نوآوری بررسی شده است. با پیگیری طرح تحقیق کیفی، رهنمود مصاحبهها تدوین و پس از انجام مصاحبههای نیمهساختاریافته، تحلیل محتوای دادهها انجام شده است. در انتها نیز چارچوب سه سطحی متشکل از: اصلاحات بخشی در نظام قانونی برگزاری مناقصات، ارتقای نظامهای پشتیبان و برنامههای توسعهای حمایتی پیشنهاد شده است.
