Advocacy Coalition Framework and explanation of Policy Change; The law of Goals, Functions and Structure of Ministry of Science, Research and Technology

The policy change is complex and multifaceted process and a common way to explain this process is the use of policy change theories. The main purpose of this paper is analyze the law of "goals and tasks of the Ministry of Science, Research and Technology" as one of the major changes in the structure and management science, research and technology using Sabatier and Jenkins – Smith’s advocacy coalition framework. Research state that policy changes (changes in the law "goals, tasks and organization of the Ministry of Science, Research and Technology") in the resultant emergence of coalitions and competition between them and also external changes can be explained. The article claims that, despite some limitations advocacy coalition framework, it has clear applications to analyze the policy change process. Due to the nature of this case and purposes of this research, the qualitative analysis has been used. The researchers have used the qualitative survey method for data collection (interviews) and qualitative content analysis to analyze data.

Ranking of Nanotechnologies Based on Effective Factors in Decision Making– Macro Level Policy Making in Iran

In this paper hazard of nano-material application is taken into consideration for ranking of nanomaterials. In other words, the importance of toxicity caused by nano material usage is a part and parcel of this research. And for the first time in the literature, the maximum amount of allowed nano-materials in the air is considered as an effective quantitative factor in prioritizing the nano-material alternatives. With respect to the problem of ranking the properties, a new multi-objective model is proposed to determine the priority of nano-materials. Solving the new model, proved that by adding toxicity factor to the previous factors in the literature, a completely new ranking of nano-materials would be presented. The validity of the presented ranking is confirmed by Spearman Correlation Coefficient. It should be mentioned that the different rankings achieved in our research is mainly due to addition of toxicity factor in our model. This issue is an endorsement of the fact that addition of the ignored factor, toxicity, changes the results and rankings of the prior research work. Results of this paper may be referred to by future researcher and may be of value to macroeconomic policy makers, private investors and factories interested in ranking and selecting the best field of nano technology.

According to The Iranian Nanotechnology Development Plan, Iran should be in the 15th place in terms of knowledge production, technology and market over a period of ten years by the early 2014. The 4th rank of Iran in the knowledge production in 2013 shows the remarkable success of the plan in terms of this indicator. Despite all efforts, Iran has not a desirable international rank in the other two indicators. The failure to achieve technological and market objectives or the low innovation rate despite the high rate of knowledge production is a complex and dynamic problem requiring the use of a systematic analysis. Since these networks are studied by Complex Adaptive Networks, so using Social Networks Analysis for identifying their structure is taken into consideration. The present paper examines the structure of Iran nanotechnology innovation network-health sector- by social network analysis. The results showed that the structure of the innovation network is of scale-free type. Since the power is concentrated in this type of networks, the network performance is not desirable and the innovation rate is very low. So along with different policies which have been made on development of Iran Nanotechnology, there is a need for purposeful policy making for collaboration, to change the structure network and enhance its efficiency and speed of innovation

Development of science and technology has been a main focus of Iranian policy makers in recent years. Knowledge based companies have been considered as a key player in this respect. However, Iranian policy making system is suffering from a lack of sophisticated understanding rooted in empirical evidences of critical factors influencing the performance of domestic knowledge based companies. This dissertation aims to provide an initial ground by studying the organizational capabilities which have influenced the success of such firms and comparing them with organizational capabilities which are mentioned in the related literature. For this purpose, four companies which are supposed to be successful knowledge based companies by the Sharif Advanced Technologies Incubator have been studied. The comparative analysis offers an understanding of, First, the capabilities which all of them have been learnt, second, the capabilities which lack of them has imposed a challenge for some, next, the capabilities that have been mentioned in the literature but not having them is not considered as an issue for these companies and finally the capabilities that are important for some, but not for others and the factors that may explain them.

This paper aims to study the realization of scientomertic criteria of Iran's 2025 outlook document. Utilizing content analysis and scientometric methods, the mentioned criteria have been analyzed in three categories: Scholarly publications, Technology and Innovation and International collaboration.The results indicate that there is no significant difference between current and ideal scientometric criteria in scholarly publications, technology and innovation. But in the field of international collaboration it is completely different. Finally, the predicted goals in the 2025 outlook document have been achieved in the quantitative scale but a comprehensive strive must be considered in the qualitative approaches.

Identifying Critical Success Factors in Social Technopreneurship for Delivering Municipal Services to Disabled People

Social technopreneurship as one of the emerging types of entrepreneurship is introduced as a sustained response to improve the life of people with disabilities and implement the rules supporting them in different issues including urban services. Since there is a lack of identifying critical success factors in social technopreneurship regarding urban service delivery to disabled people in the literature, this study attempts to bridge the gap through applied, in-depth and expletory mixed method analysis in Tehran. Findings include achieving 6 groups of effective factors, 52 success factors and ranking them based on their factor loadings in 46 grades. Finally, Training, standardization, control and feedback systems, networking, technological innovation, technology management, alliance with incubators, marketing and team dynamics were identified as the most important factors.
